City of Le Roy City Council met July 17.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steve Dean at 7:02 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Kelly Lay, Dawn Hanafin, Ron Legner, Patti Welander, Justin Morfey, Sarah Welte, and Kyle Merkle.

Staff members present were Perry Mayer, Jason Williamson, Dan Lush, Dave Jenkins, Brad Frankovich and Anita Corso.

There were no comments from the public.

Included on the consent agenda were Regular Meeting Minutes from 6/19/2023, Public Hearing Minutes from 6/19/2023, invoices from 7/3/2023 totaling $ 158,288.36, invoices from 7/17/2023 totaling $77,901.11, payroll for the period of 6/30/2023 in the amount of $52,505.00, payroll for the period of 7/14/2023 in the amount of $ 53,136.45.

The items in the consent agenda were voted on separately.

Motion was made by Matt and seconded by Kelly for approval of the Council Meeting Minutes and Public Hearing Minutes. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin-yes, Patti Welander-yes, Ron Legner-yes, Justin Morfey-yes, Kyle Merkle-yes, Sarah Welte-abstain. Motion carried 7 yeas, 0 nays, 1 abstain.

Motion was made by Kyle and seconded by Matt for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin -abstain, Patti Welander-yes, Ron Legner abstain, Justin Morfey-yes, Kyle Merkle-yes, Sarah Welte-yes. Motion carried 6 yeas, 0 nays, 2 abstain.

Staff Reports: Dan reported the flag at Kiwanis Park is tattered and a new one is on order. Pleasant Valley has a culvert under Countryside Drive that will be replaced Friday 7/21. The road will be closed and the 10 houses affected will be individually notified.

Perry reported water plant maintenance continues and curb stop repairs are in progress.

Jason reported PTI graduation will be in August. The new squad car is at the outfitters having equipment installed. The county approved the camera agreement. He also requested a review of the fireworks ordinance. Mayor Dean reported this was already in progress.

Anita passed around the IML Civility Pledge for signatures.

Dave gave an update on the water plant situation and an overview of the outside consultants findings as well as the upcoming meeting with the IEPA.

The Mayor introduced Colin Dunafin who explained the details of his Eagle Scout Project for a memorial board at Gautney Park. Patti made a motion, seconded by Sarah, to approve the project. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin -yes, Patti Welander-yes, Ron Legner- yes, Justin Morfey-yes, Kyle Merkle-yes, Sarah Welte-yes. Motion carried 8 yeas, 0 nays. The Mayor pledged up to $500.00 toward the completion of the project.

Motion made by Dawn was seconded by Justin for approval of the Bid from McLean County Asphalt totaling $259,249.24 for the 2023 MFT street seal coating project. Discussion included project area and the different rock to be used to avoid dust. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin -yes, Patti Welander-yes, Ron Legner- abstain, Justin Morfey-yes, Kyle Merkle-yes, Sarah Welte-yes. Motion carried 7 yeas, 0 nays, 1 abstain.

ORD NO. 23-07-01-80 AN ORDINANCE PROVIDING FOR AND APPROVING THE SALE OF PERSONAL PROPERTY OF THE CITY OF LE ROY, MCLEAN COUNTY, ILLINOIS.

Motion to approve by Matt was seconded by Kelly. Jason explained they are the old dash cameras and body cameras that are collecting dust and he already has buyers lined up. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin -yes, Patti Welander-yes, Ron Legner- yes, Justin Morfey-yes, Kyle Merkle-yes, Sarah Welte-yes. Motion carried 8 yeas, 0 nays.

RES NO. 23-07-02-70 A RESOLUTION SUPPORTING THE USE OF AUTOMATED LICENSE PLATE READERS BY THE LE ROY POLICE DEPARTMENT IN ACCORDANCE WITH DEPARTMENT POLICY.

Motion to approve by Justin was seconded by Kelly. Jason explained this is official approval by council for the use of the readers on the squad cards. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin -yes, Patti Welander-yes, Ron Legner- yes, Justin Morfey-yes, Kyle Merkle-yes, Sarah Welte-yes. Motion carried 8 yeas, 0 nays.

In Old and New Business the Mayor reminded everyone Candy Cane Week begins Friday 7/21/23. Also, Shakespeare for Young Audiences will be in Kiwanis Park on Wednesday 7/19/23.

Justin gave an update on the park signs. A metal sign like the one at Bowman Park will be ordered for Gaultney Park. Other city park signs will be given a fresh coat of paint, including the sign at City Hall and the welcome sign on Chestnut St.

Kelly & the Mayor gave a Tree Committee update. A list of recommended trees as well as not recommended trees is being put together. Dan asked about allowing new trees in the city right-of-way.

Motion was made by Matt and seconded by Kelly to enter executive session pursuant to 5ILCS 120/2 (c)(21) to review closed session minutes, including semi-annual review of closed session minutes and 5ILCS 120/2 (c)(6) setting a price for sale or lease of property owned by a public body. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin -yes, Patti Welander-yes, Ron Legner- yes, Justin Morfey-yes, Kyle Merkle-yes, Sarah Welte-yes. Motion carried 8 yeas, 0 nays.

A motion was made by Kelly, seconded by Sarah to return to regular session. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin -yes, Patti Welander-yes, Ron Legner- yes, Justin Morfey-yes, Kyle Merkle-yes, Sarah Welte-yes. Motion carried 8 yeas, 0 nays.
