City of Pontiac City Council met Sept. 18.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on September 18, 2023. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille. Absent: Kallas

CONSENT AGENDA

Mayor Alvey stated that there were two items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Eckhoff, second by Cranford that the items on the consent agenda be approved as presented.

A. Motion by Eckhoff, second by Cranford to approve the minutes of the September 5, 2023 City Council meeting. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

B. Motion by Eckhoff, second by Cranford to approve payment of bills totaling $413,157.96 from all funds. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

REGULAR AGENDA

A. Ordinance 2023-0-022

Motion by Eckhoff, second by Lee to approve Ordinance 2023-0-022, a Special Use Permit for a Storage Unit at 501 S. Ladd St., as written. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

B. Approval - Parks Surplus Property Disposition

Motion by Barr, second by Howard to allow The Parks & Rec Department to donate an old "Step Machine" to a non-profit and dispose of (2) Step Machine with some possible recycling. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

C. Bid Authorization - Rt 116 Sewer Extension - Ewing Dr.

Motion by Wille, second by Causer to authorize going out for bid on the Sewer Extension Project at R116 and Ewing Drive. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

D. Approval Street Department Excavator Purchase

Motion by Eckhoff, second by Bradshaw to approve the purchase of a used excavator and trailer from TC All Around Service of Decatur in the amount of $82,750.00 by the Street Department, but will also be used in numerous departments. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

Mayor Comments

Mayor Alvey noted the past weekend with the Cruise meet, Rockin at the River and GTO show was well attended. He thanked Liz Vincent and her crew for all.

There is a Community Solar meeting at PTHS on September 27th.

There have been some complaints about the City removing "garage sale" signs. A reminder that the City's Ordinance does not allow these signs, or others like in the City's right-of-way or in a vision triangle.

Administrator Comments

Jim Woolford also thanked all City departments for their help at the past weekend festivities. It is planned in the next month to have a few Committee of the Whole meetings regarding streets capes, downtown visions and funding.

Council Comments

Alderwoman Eckhoff asked about replying to an email, such as one from a resident with questions. Attorney Schrock noted that Alderman should only reply to one, not reply to all because it could be constructed as an electronic meeting

Alderwoman Howard noted the recent River Clean Up and thanked all staff that was involved. She would like the City to sponsor another river clean up and discuss more involvement at a committee meeting.
