Village of Cullom Board of Trustees met Sept. 26.

Here are the minutes provided by the board:

Mayor Hahn called the September 7, 2023 Regular Meeting of the Cullom Village Board to order at 7:00 p.m. at the Village Hall.

Members Present: Hahn, Flessner, Mills, Jehle, Krause, Berens and Rock

Absent: J. Meister, K. Meister and Lovell

Also Present: Linda Verkler, Jean Gaspardo, Shane Norman and Attorney Mary Ludwig (Facetime)

Pledge of Allegiance to the Flag: All present took part in the Pledge of Allegiance to the Flag

Hahn opened the meeting by thanking Berens and Jehle for finishing their OMA requirement

Minutes: Motion to accept, by consent agenda, the August 22, 2023 Regular Meeting minutes was made by Rock/Jehle - M/C

Public: Linda Verkler and Jean Gaspardo addressed the board concerning the sale of village property to Belletown Farms and it was discussed at length. Verkler sent a letter, dated September 14, 2023 to all village board members. She also brought a letter, dated September 23, 2023 to the meeting, and a statement dated September 26, 2023 to the meeting as well with six considerations. The board asked Verkler what she would consider a reasonable resolution with no clear response from Verkler.

Shane Norman addressed the board concerning zoning issues with his property on West Van Alstyne St. It was explained how the building would have to be annexed into the village

Attorney Report: Attorney Ludwig addressed the board through Facetime about the sale to Belltown Farms. Closing is getting closer to conclusion and she is working on the forms required by Belletown with the title company. Hahn and Flessner will meet with her on Thursday to sign the paperwork. She advised the board not to pay any bills regarding Verkler. Ludwig also reported that Attorney Gabor has not sent the requested files to her office

The closing on the property purchase on West Hack St will take place shortly

Maintenance Report:

Village tire pick-up was completed with a total of 140 tires being disposed of Water hydrants have been flushed

EPA Lead/Copper samples have been completed

Working on the water survey

Clerk Report: Rock/Mills made the motion to pay the monthly bills totaling $401,609.44. M/C by voice vote

Treasurer Report: Rock/Berens made the motion to accept the Treasurer Report.

Old Business:.

Water Tower - Disinfecting will take place on October 2, 2023

Un-sewered Community Grant - No Report

Property Liens and Abandoned Properties - No Report

Farm Property Sale - See Attorney Report

S. Ash St. Extension - Moving forward as soon as Belltown Farms sale is completed Iron Tank Application - No Report

120 West Hack St Purchase - Papers have been signed by the seller and will be finished shortly

MT Networks - Cell Tower Installation - No Report

Street Light Replacement - Lovell has met with Kelly Electric and is waiting for a bid

New Business:

304 S Walnut St Resident Concerns - See Attorney Report and Public Report East and West Van Alstyne Street-Zoning - See Public for West Van Alstyne. East Van Alstyne has been approached by buyers and each is requesting information on possible use before offering to purchase. One purchaser requested that livestock be allowed in the village. Per village ordinance Chapter 10 Section 3 livestock may not be kept within the village

Lovell's Annual Evaluation - Krause/Rock made the motion to increase the hourly wage of $27.13 to $27.94 This is a 3% increase of $.81 per hour. All voted in favor and M/C

Any Other Business:

Audit - Getting paperwork ready to send to auditor

Committees for the next year will be announced at the October meeting

Meeting adjourned at 8:50 pm
