City of Pontiac City Council met Oct. 2.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on October 2, 2023. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille. Absent: Kallas

MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY

Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.

CONSENT AGENDA

Mayor Alvey stated that there were five items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Causer, second by Howard that the items on the consent agenda be approved as presented.

A. Motion by Causer, second by Howard to approve the minutes of the September 18, 2023 City Council meeting. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

B. Motion by Causer, second by Howard to approve payment of bills totaling $761,467.73 from all funds. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

C. Motion by Causer, second by Howard to approve Halloween Trick or Treat hours being Tuesday, October 31, 2023 from 4:30 P,M, to 7:30 P.M. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

D. Motion by Causer, second by Howard to referral to the Planning & Zoning Board a Petition to Amend Zoning Code by MCC Network Services. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

E. Motion by Causer, second by Howard to approve the referral to the Planning & Zoning Board an application for Special Use Permit filed by Michael Jahn for indoor entertainment. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

REGULAR AGENDA

A. Rockin at the River Update

Liz Vincent gave the Council an up date on this years Rockin at the River series. This is the 4th season and this year approximately 1800 people attended the (7) concerts. For the most part there was good weather. There was again very good response from sponsors in the community.

B. Approval - Downtown Holiday Winter fest Tree Display

Misty Bell, Community Enrichment, explained to Council the plans for a Holiday Tree Display in the downtown area. Individuals or groups can purchase a live 4-5 ft tree, in memory of or in honor of, etc., that will be put in the planters in the downtown area and those individuals will decorate the trees with solar lights and ornaments. The trees will be displayed from November 25 thru Jan 1st.

Misty also noted that she has been visiting with the downtown merchants with regards to the Mainstreet Programs.

Motion by Eckhoff, second by Causer to approve the Hometown Holiday Winter Fest Tree Decorating Program as presented. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

C. Fall Tree Purchase - Street Department

Motion by Eckhoff, second by Bradshaw to approve the recommendation by Chris Brock to purchase (48) tress for the fall planting from Spring Grove Nursery of Mason and Gerdes Nursery of Harvard at a total cost of $10,550.00. On a roll call vote motion. carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

D. Approval - Change Order 2022 PCC Maintenance

Motion by Eckhoff, second by Barr to approve the change order request by Opperman. Construction for the PCC Maintenance program for a unit price adjustment in the amount of an increase of $6,242.40 as presented. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

E. Ordinance 2023-O-023 - Second Amendment to Solar Energy Facility

Motion by Giovanini, second by Lee to approve Ordinance 2023-0-023, an ordinance approving the second amendment to solar energy facility lease agreement with BAP Illini LLC. Changing the time table for operation as written. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

F. Ordinance 2023-O-024 - Intergovernmental Agreement with the City of Streator

Motion by Cranford, second by Causer to approve Ordinance 2023-0-024 an Intergovernmental Agreement with the City of Streator concerning a Nutrient Assessment Reduction Plan. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

G. First Quarter Financials

Jim Woolford went over the City's First Quarter Financials with Council.

Mayor Comments

Mayor Alvey mentioned the Rottweiler Dog show in the park and that the staff is working on the plans for Ice Rink installation.

Administrator Comments

Jim Woolford noted that the Committee of the Whole meetings will be set in the next couple of weeks.

Council Comments

Alderwomen asked about the City Christmas Tree and if staff has found one. Chris Brock noted that the cost of a commercial tree would be $15,000 to $20,000

Executive Session

Motion by Giovanini, second by Eckhoff to adjourn to Executive Session for the purpose of discussing Personnel matters as authorized under Section 2(c)2 of the Illinois Open Meetings Act. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Bradshaw, Cranford, Howard and Wille.
