City of Fairbury City Council met Oct. 4.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber & Jim Tipton. Jerry Hoffman and Bill Schmidgall were absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Tipton, second by Hoselton to approve the following items on the Consent Agenda:

A. Minutes from the September 20, 2023, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0 YES-Norris Endres Hoselton Kinate Weber Tipton

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief -None

→ Sewer – Bruce Pride, Asst. Superintendent - None

→ Water – Mike Mellott, Superintendent reported –

➢ Done flushing hydrants

➢ Leak detection completed

→ Police – Robert McCormick, Chief - None

→ City – Brett Ashburn, Superintendent reported –

➢ IDOT completed patch work on Route 24

→ Legal – Steven Mann, City Attorney– Absent

7. Reports of Aldermen

→ Alderman Norris - none

➢ Concerned with the safety of small children on golf carts

➢ Inquired about when the old hospital demolition will begin

A. Consideration to approve a quote to rehab downtown sound system - TABLED

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Hoselton to approve revised quote from Solid Masonry for Stafford Center improvements in the amount of $19,652. Motion carried 6-0 YES-Norris Endres Hoselton Kinate Weber Tipton

B. Motion by Hoselton, second by Norris to approve amendment to pay ordinance. Motion carried 6-0 YES – Norris Endres Hoselton Kinate Weber Tipton

C. Motion by Norris, second by Hoselton to approve $1,000 donation to Fairview Haven for their annual Harvest of Sharing Benefit supper and silent auction. Motion carried 6-0

D. Motion by Endres, second by Norris to approve a transfer of $5,00 from general fund to the audit fund. Motion carried 6-0 YES – Norris Endres Hoselton Kinate Weber Tipton

E. Motion by Weber, Second by Hoselton to approve request from Fire Department to replace emergency lights on vehicle 246 in the amount of $6,712 from general funds.

Motion carried 6-0 YES – Norris Endres Hoselton Kinate Weber Tipton

11. Other Items for Discussion & Information

➢ Mayor Slagel shared a letter from the Fairbury Fair Board thanking the City for sponsorship and police presence during Fair.

12. Public Comment

13. Executive Session

Motion by Kinate, second by Tipton to Enter Exec Session @ 6:52 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance.

B. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Kinate, second by Hoselton to enter Open Session @ 7:16 p.m.

14. Adjournment – Motion by Norris, second by Weber to adjourn at 7:17 p.m.
