City of Bloomington City Council met Nov. 20.

Here is the agenda provided by the council:

1. Call to Order 

2. Pledge of Allegiance to the Flag 

3. Remain Standing for a Moment of Silent Prayer and/or Reflection 4. Roll Call 

5. Public Comment 

Individuals wishing to provide emailed public comment must email comments to publiccomment@cityblm.org at least 15 minutes before the start of the meeting. Individuals wishing to speak in-person or remotely may register at  www.cityblm.org/register at least 5 minutes before the start of the meeting for in person public comment and at least 15 minutes before the start of the meeting for remote public comment.

Items listed on the Consent Agenda are approved with one motion; Items pulled by Council from the Consent Agenda for discussion are listed and voted on separately. 

A. Consideration and Action on Approving the Minutes of the September 18, 2023 Regular Committee of the Whole Meeting, as requested by the City Clerk Department. (Recommended Motion: The proposed Minutes be approved.) 

B. Consideration and Action on Approving the Minutes of the October 16, 2023 Regular Committee of the Whole Meeting, as requested by the City Clerk Department. (Recommended Motion: The proposed Minutes be approved.) 

C. Consideration and Action on Approving the Minutes of the October 9, 2023, Regular City Council Meeting, as requested by the City Clerk Department. (Recommended Motion: The proposed Minutes be approved.) 

7. Regular Agenda 

A. Consideration and Action on Approving the 2023 Tax Levy Estimate for the City of Bloomington and the Bloomington Public Library, as requested by the Finance Department. (Recommended Motion: The proposed Property Tax Levy Estimates be approved.) (Presentation by Tim Gleason, City Manager, and Scott Rathbun, Finance Director, 15 minutes; and City Council Discussion, 15 minutes.) 

B. Presentation and Discussion on Hydraulic Modeling: East Street Detention Basin and Related Sewer Improvements, as requested by the Department of Operations &  Engineering Services. (Recommended Motion: None, presentation only.) (Presentation by Jeff Jurgens, Deputy City Manager; Kevin Kothe, Operations & Engineering Services Director; and Matt Moffit, Associate Vice President of Baxter & Woodman, 30 Minutes; and City Council Discussion, 30 Minutes.)
