The Finance Committee of the McLean County Board met on Wednesday, January 3, 2024, at 4:30 p.m. in Room 400 of the Government Center, 115 East Washington Street, Bloomington, IL.
Members Present: Chairman William Friedrich, Members Val Laymon, Chuck Erickson, Jim Soeldner, Jim Rogal and Natalie Roseman-Mendoza
Members Absent: None
Other Members Present: None
Staff Present: Cassy Taylor, County Administrator; Cathy Dreyer, Assistant County Administrator; Anthony Grant, Assistant County Administrator Trevor Sierra, First Assistant State’s Attorney – Civil Division; Julie A. Morlock, Recording Secretary
Department Heads/Elected Officials Present: Kathy Michael,County Clerk; Marshell Thomson, Animal Control; Tim Jorczak, Chief County Assessment Officer; Matt Lane, Sheriff

Chairman Friedrich called the meeting to order at 4:30 p.m. and declared a quorum.
Chairman Friedrich presented the minutes from December 6, 2023 regular meeting minutes for approval.
Motion by Rogal/Laymon to approve the minutes from the December 6, 2023 regular meeting and Chairman Friedrich presented for approval invoices in the amount of $887,701.96 for approval.
Motion by Erickson/Roseman-Mendoza to recommend approval of invoices in the amount of $887,701.96.
Motion Carried.
Chairman Friedrich confirmed with Administrator Cassy Taylor there were no requests to speak by members of the public.
Chairman Friedrich indicated there were no items in the packet for Mr. Timothy Jorczak, Chief County Assessment Officer, but asked if he had anything to report to the Committee. Mr. Jorczak provided an update on the number of appeals received this year. Mr. Jorczak indicated a required annual instruction meeting was scheduled for the township assessors on January 4, 2024 at 9:00 a.m. and invited members to come and hear updates.
Chairman Friedrich noted Ms. Rebecca McNeil, County Treasurer was not present and presented on her behalf, a request to approve a Resolution Authorizing the County Board Chair to Assign Mobile Home Tax Sale Certificate of Purchase.
Motion by Rogal/Erickson to recommend approval of a Resolution Authorizing the County Board Chair to Assign Mobile Home Tax Sale Certificate of Purchase. Motion Carried.
Chairman Friedrich presented on behalf of Ms. McNeil a request to accept and place on file the County Treasurer’s Monthly Financial Reports. Mr. Friedrich asked members to reach out to Ms. McNeil if they had any questions.
Motion by Laymon/Roseman-Mendoza to accept and place on file the County Treasurer’s Monthly Financial Reports.
Motion Carried.
Ms. Marshell Thomson, Animal Control Director presented her reports and an update to the Committee. Chairman Friedrich asked if there were any questions, hearing none, he thanked her.
Chairman Friedrich indicated Ms. Anderson was not present and had nothing to present to the committee. Mr. Friedrich indicated that if anyone had any questions to please reach out to the Auditor.
Kathy Michael, County Clerk presented a request to approve an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2024 Combined Annual Appropriation and Budget Ordinance for Fund 0001 County Clerk Elections Division. Ms. Michael indicated this was for security at the Mall during early voting and funds would be moved within her budget to cover the expense.
Motion by Erickson/_____ to recommend approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2024 Combined Annual Appropriation and Budget Ordinance for Fund 0001 County Clerk Elections Division.
No second was received.
Ms. Cassy Taylor, County Administrator presented for approval a request to approve a Resolution Amending the Funded Full-Time Equivalent Position Resolution for Fiscal Year 2024 for Fund 0001, Circuit Court Department 0016.
Motion by Erickson/Laymon to recommend approval of a Resolution Amending the Funded Full-Time Equivalent Position Resolution for Fiscal Year 2024 for Fund 0001, Circuit Court Department 0016.
Motion Carried.
Ms. Cassy Taylor, County Administrator indicated she had nothing further to bring before the Committee.
Chairman Friedrich asked if there was any other business to come before the Committee; hearing nothing, he adjourned the meeting at 4:42 p.m.
