City of Pontiac City Council met Feb. 19.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on February 19, 2024. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

CONSENT AGENDA

Mayor Alvey stated that there were two items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Eckhoff and second by Wille that the items on the consent agenda be approved as presented.

A. Motion by Eckhoff, second by Howard to approve the minutes of the February 6, 2024 City Council meeting. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Bradshaw, Cranford, Howard and Wille.

B. Motion by Eckhoff second by Howard to approve payment of bills totaling $296,966.78 from all funds. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Bradshaw, Cranford, Howard and Wille

REGULAR AGENDA

A. Fire Pension Report

Jim Woolford presented the Pontiac Firefighters Pension Fund report for 4-1-2022 to 3-31-2023. Market value ending 3-31-2023 was $6,114,854.38 with total number of employees contributing being 20 and total amount receiving benefits being 13.

B. 3rd Quarter Financials

Jim Woolford explained some of the line items on the 3rd quarter financials for 2023 showing the budgeted amounts and actual amounts.

C. Approval - Health Insurance Renewal

Motion by Wille, second by Cranford to approve the health insurance renewal for the City, with an increase overall for all to be 1.98%. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Bradshaw, Cranford, Howard and Wille

D. Approval - WWTP Trailer Purchase

Motion by Barr, second by Kallas to approve the purchase of a skid load trailer replacement for the Waste Water Treatment Plant at a cost of $8,000.00 from Kates Trailer in Arthur, IL. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Bradshaw, Cranford, Howard and Wille

E. WWTP Surplus Property

Motion by Bradshaw, second by Cranford to authorize staff to dispose of old skid loader trailer at the Waste Water Treatment Plant either by sale at Govdeals, donation or scrap. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Bradshaw, Cranford, Howard and Wille

Mayor Comments

Mayor Alvey noted that this year is the 40th anniversary of Grandview USA and that staff and Council are working on naming needed streets for repair.

Administrator Comments

There will be a Public Properties meeting on Tuesday the 27th at 5:30 P.M.

Council Comments

Alderman Wille said he has received a call (as other Council members have) regarding the ADA requirements to the stage at the Eagle Theater. Staff is working on the plans noting there seems to be a sewer issue that needs to be resolved first.

Alderwoman Eckhoff asked if the City's newsletter could be "cataloged" so anyone could find past newsletters.

Alderman Giovanini asked about the status of the fire substation west of town. The City should be receiving the contract from Farnsworth and then would go out to bid.

Public Comments

Executive Session

Motion by Wille, second by Lee to adjourn to Executive Session for the purpose of discussing Property Acquisition as authorized under Section 2(c)2 of the Illinois Open Meetings Act. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Bradshaw, Cranford, Howard and Wille

Adjournment

On motion duly made and seconded, the regular meeting of the City Council is adjourned.
