City of Pontiac City Council met June 3.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on June 3, 2024. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Kallas, Lee, Cranford, Howard and Wille.

Absent: Causer and Bradshaw

MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY

Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Barr, Giovanini, Eckhoff, Eckhoff, Lee, Cranford, Howard and Wille.

Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.

CONSENT AGENDA

Mayor Alvey stated that there were (4) items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Eckhoff and second by Howard that the items on the consent agenda be approved as presented.

A. Motion by Eckhoff, second by Howard to approve the minutes of the May 20, 2024 City Council meeting. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Cranford, Howard and Wille.

B. Motion by Eckhoff, second by Howard to approve payment of bills totaling $219,067.52 from all funds. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Cranford, Howard and Wille.

C. Motion by Eckhoff, second by Howard to approve the application for a Transient Merchant License for Tree-Ripe Fruit Co. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Cranford, Howard and Wille.

D. Motion by Eckhoff, second by Howard to approve the application for a Peddler License for Southwestern Advantage Education Material. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Cranford, Howard and Wille

REGULAR AGENDA

A. Ordinance 2024-0-018

Motion by Eckhoff, second by Wille to approve Ordinance 2024-0-018 which is an Amendment to the Agreement between the City of Pontiac and OSF/John W. Albrecht Medical Center regarding transfers and the payment of, for the hospital, as written. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Cranford, Howard and Wille

B. Street Department Purchase - Spray Patcher

Motion by Eckhoff, second by Lee to approve the purchase of a 2023 Spray Patcher at a cost of $77,500 and an addition $1,000.00 for training by the manufacturer. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Cranford, Howard and Wille

C. Exterior Painting at Safety Complex

Motion by Cranford, second by Howard to approve the cost of painting the exterior at the Safety Complex. $18,900.00 will be paid by the Foreign Fire Tax Fund and $10,800.00, which would be the share of the Police Department painting, will be paid by the City at a cost of $10,800.00. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Cranford, Howard and Wille

D. Globe Life Accident Supplement Insurance

Motion by Howard, second by Cranford to allow Globe Life Insurance to offer to City employees a supplemental life insurance policy, at no cost to the City, through a payroll deduction, volunteer only. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Cranford, Howard and Wille

E. 1% Grocery Tax and 1% Sale Tax

Discussion on the ability for non-home rule municipalities in the state to approve a 1% sales tax, by Ordinance based on the State's approved budget. An Ordinance will be prepared and brought back to Council for approval.

F. MOU Heritage Corridor CVB-Rt 66 Grant Kiosk

Motion by Eckhoff, second by Barr to approve the Rt 66 Visitor Kiosk Exhibit Agreement between the Heritage Corridor Convention and Visitors Bureau and the City as written. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Cranford, Howard and Wille

G. Community Enrichment Purchase - Rt 66 Grant Kiosk

Motion by Barr, second by Cranford to approve the purchase of a travel kiosk, choice of which kind will be made by staff, at a price of $37,285.00 paid with the grant money. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Cranford, Howard and Wille

H. Summer Update

The City's July 4th celebration will be Saturday July 6th at the Oaks.

Taste of Pontiac and All Things will be June 14-16.

Farmers Market has started and will be every Saturday from 8:00 A.M. till Noon thru October 26th

Mayor Comments

Mayor Alvey noted that the first Municipal Band concert was well attended. He also mentioned the City has Summer Intern with the City Engineer.

A Zoom meeting with the State on Housing will be set soon.

Administrator Comments

Jim Woolford will soon have a better form listing of the City's expenses and revenue and the City has received the grant funds for the body cameras for the police department.

Council Comments

Alderman Cranford asked Council to think about what can be done for the block where Bernardi's was, as it's pretty vacant.

Alderman Barr asked about City interns.

Public Comments
