City of Bloomington Township Board of Trustees met July 22.

Here are the minutes provided by the board:

The Board of Trustees for the Town of the City of Bloomington convened in regular session in the Government Center Boardroom at 5:30 P.M., Monday, July 22, 2024. The meeting was called to order by Trustee Mwilambwe who led the Pledge of Allegiance.

Trustee Hendricks made a motion, seconded by Trustee Boelen, to allow the virtual attendance of Trustee Ward due to personal illness.

Trustee Mwilambwe directed the clerk to call roll:

Trustee Ward joined the meeting at 5:32 P.M.

Public Comment

No in-person or emailed public comment was received.

Consent Agenda

Items listed on the Consent Agenda are approved with one motion; Items pulled from the Consent Agenda for discussion are listed and voted on separately.

Trustee Boelen made a motion, seconded by Trustee Crumpler, to approve the Consent Agenda.

Item 5.A. Consideration and Action to Approve the Minutes of the June 24, 2024, Regular Session of the City of Bloomington Township Board Meeting, as requested by the Township Clerk. (Recommended Motion: The proposed Minutes be approved.)

Item 5.B. Consideration and Action to Certify the June 2024 Statement of Funds for the General Town Administration Fund, General Assistance Fund, and Cemetery Fund, as requested by the Township Supervisor. (Recommended Motion: The May 2024 Statement of Funds be certified.)

Item 5.C. Consideration and Action to Approve the July 22, 2024 General Town Fund Request for Payment, as requested by the Township Supervisor. (Recommended Motion: The July 22, 2024 Request for Payment be approved.)

Trustee Mwilambwe directed the clerk to call roll:

Regular Agenda

The following item was presented:

Item 6.A Presentation and Acceptance of the Fiscal Year 2024 Annual Financial Report (aka Annual Audit), as requested by the Township Supervisor. (Recommended Motion: The Fiscal Year 2024 Annual Financial Report, as presented by Phillips & Associates, CPAs, P.C., be accepted and placed on file with the County Clerk.)

Andrew Beasley, Lead Auditor of Phillips & Associates, spoke on the unmodified opinion on the cash basis of accounting and provided an overview of Township’s audit. He reported no issues or concerns.

Amanda Stutsman, Deputy Township Clerk, asked if a vote to accept the FY 2024 Annual Financial Report was required. Deborah Skillrud, Township Supervisor, stated it was for presentation only.

Item 6.B Presents and Acceptance of the Fiscal Year 2024 Annual Treasurer’s Report, as requested by the Township Supervisor. (Recommended Motion: The Fiscal Year 2024 Annual Treasurer’s Report, as certified by the Township Supervisor, be accepted and placed on file with the County Clerk.)

Supervisor Skillrud stated the Item was for presentation only and had no additional comments.

Item 6.C Report on TOIRMA Claim Filed on Storm Damage at Evergreen Cemetery, as requested by the Township Supervisor. (Recommended Motion: None; for communication purposes only.)

Supervisor Skillrud spoke on the damage at Evergreen Cemetery and Township Officials of Illinois Risk Management Association’s (TOIRMA) efforts to account for all expenses associated to the damage repair.

Trustee Crumpler and Supervisor Skillrud discussed the timeline of completion.

Item 6.D Discussion of Compensation for the Township’s Elected Officials, including the Township Board of Trustees, as requested by the City of Bloomington Township. (Recommended Motion: None; for discussion purposes only.)

Supervisor Skillrud explained this Item would kick off the beginning of the discussion and it would appear on the agenda each month going forward. She explained that the Board received an information packet prior to the meeting. She noted that any questions could be reported to herself or the Assessor. She reported there would be an open forum to discuss more information and questions next month.

Reports by Elected Officials

The following item was presented:

Item 7.A. Presentation and Discussion of the Township Supervisor's Report, as requested by the City of Bloomington Township.

Supervisor Skillrud had no additional comments on the provided report.

Item 7.B. Presentation and Discussion of the Township Assessor's Report, as requested by the City of Bloomington Township.

Assessor Scudder reported a list of the exemptions that were provided by the Department of Revenue for taxpayers. He noted changes and reminded residents to monitor their tax exemptions and to work with McLean County to apply such exemptions.

Trustee Boelen made a motion, seconded by Trustee Hendricks, to adjourn the meeting.
