City of Bloomington Township Board of Trustees met Aug. 26.

Here are the minutes provided by the board:

The Board of Trustees for the Town of the City of Bloomington convened in regular session in the Government Center Boardroom at 5:30 P.M., Monday, August 26, 2024. The meeting was called to order by Trustee Mwilambwe who led the Pledge of Allegiance.

Consent Agenda

Trustee Boelen made a motion, seconded by Trustee Ward, to approve the Consent Agenda.

Item 5.A. Consideration and Action to Approve the Minutes of the July 22, 2024, Regular Session of the City of Bloomington Township Board Meeting, as requested by the Township Clerk. (Recommended Motion: The proposed Minutes be approved.)

Item 5.B. Consideration and Action to Certify the July 2024 Statement of Funds for the General Town Administration Fund, General Assistance Fund, and Cemetery Fund, as requested by the Township Supervisor. (Recommended Motion: The July 2024 Statement of Funds be certified.)

Item 5.C. Consideration and Action to Approve the August 26, 2024 General Town Fund Request for Payment, as requested by the Township Supervisor. (Recommended Motion: The August 26, 2024 Request for Payment be approved.)

Trustee Mwilambwe directed the clerk to call roll:

Motion carried.

Regular Agenda

The following item was presented:

Item 6.A Continuation of the Consideration and Discussion of Compensation for the Township's Elected Officials, including the Township Board of Trustees, as requested by the City of Bloomington Township.

Trustee Mwilambwe and Supervisor Deborah Skillrud discussed the approval of the Compensation of the Elected Officials would be approved at the October meeting.

Trustee Montney asked what opportunities were available to share resources with the City of Bloomington to reduce costs including compensation. Supervisor Skillrud explained she was in the beginning stages of meeting with the City’s Human Resources Department to consider sharing their resources.

Reports by Elected Officials

The following item was presented:

Item 7.A. Presentation and Discussion of the Township Supervisor's Report, as requested by the City of Bloomington Township.

Supervisor Skillrud updated the Board on the storm damage at Evergreen Memorial Cemetery noting that Township Officials of Illinois Risk Management Association (“TOIRMA”) provided a settlement of $6,125, but the actual costs was $11,450 and the Cemetery would budget to cover the difference. She then reported that the Cemetery Walk, an event held in collaboration with the McLean County Historical Society, would have their 30th year celebration and it would be the final year for it. Supervisor Skillrud then updated the Board on the Promoting Others to Succeed (“POTS”) Recycle Program.

Trustee Mwilambwe asked where the recycled products from POTS go. Supervisor Skillrud explained they go to East Jordan Plastics in Michigan, who provided a semi free of charge.

Item 7.B. Presentation and Discussion of the Township Assessor's Report, as requested by the City of Bloomington Township.

Assessor Scudder reported the EAV (Equalized Assessed Value) continued to increase and noted it would increase again in addition to multipliers added by McLean County.

Trustee Boelen made a motion, seconded by Trustee Hendricks, to adjourn the meeting. Trustee Mwilambwe directed the clerk to call roll:

AYES: Mwilambwe; Boelen; Montney; Danenberger; Hendricks; Ward; Crumpler Motion carried (viva voce).
