PUBLIC HEARING
Mayor Alvey opened the public hearing on the proposed TIF IV at 6:45 P.M. City Administrator, Jim Woolford introduced John Brancaglione with PGAV Planners. He explained the criteria for a TIFF District. The area includes (2) blocks, which includes Evenglow Lodge. The age of the Evenglow Building, deterioration, excessive vacancies and part of the building is not up to code because of asbestos. These are all criteria for a TIF District. If the area becomes a TIF District it could create redevelopment of the area and a new use for the building
Ed and joanE Lipinski, who live in the area of the proposed TIF District asked about taxing bodies, definition of blight, and is this going to change the neighborhood, They would like the best for the whole community.
The Public hearing was closed at 7:18 P.M.
The regular meeting of the Pontiac City Council was held on December 2, 2024. Mayor Alvey called to order the meeting of the City Council at 7:20 P.M.
The City Clerk was directed to call roll, and the following members of the Council were present: Giovanini, Barr, Kallas, Eckhoff, Causer, Lee, Cranford, Bradshaw, Howard and Wille.
MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY
Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Giovanini, Barr, Kallas, Eckhoff, Causer, Lee, Cranford, Bradshaw, Howard and Wille.
Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.
CONSENT AGENDA
Mayor Alvey stated that there were (3) items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Bradshaw and second by Howard that the items on the consent agenda be approved as presented.
A. Motion by Bradshaw, second by Howard to approve the minutes of the November 18, 2024 City Council meeting. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.
B. Motion by Bradshaw, second by Howard to approve payment of bills totaling $391,098.51 from all funds. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.
C Motion by Bradshaw, second by Howard tp approve the referral to Planning & Zoning Board a Special Use Request for a tattoo Parlor. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.
REGULAR AGENDA
A. Ordinance 2024-0-033 - Intergovernmental Agreement Dist 90 Cell Tower
Motion by Cranford, second by Bradshaw to approve Ordinance 2024-0-033, an Intergovernmental Agreement with Pontiac School District 90 and the City to install a cell tower at the Rec Plex. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille
B. GLCEDC Dues Presentation
Adam Donze with the GLCEDC went over with Council what the organization has done this past year and plans for the future. Motion by Eckhoff, second by Cranford to approve the dues for 2025 with GLCEDC in the amount of $23,862.00. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille
C. Centennial Plaza Boundary Survey
Motion by Eckhoff, second by Wille to approve the Boundary Survey for the Centennial Plaza with the Farnsworth Group at a cost of $12,800.00 On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille
D. 2025 Infrastructure Program
Motion by Eckhoff, second by Wille to approve the 2025 Infrastructure Plan for the city and accept the (5) year capital improvement Plan. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille
E. Fire Department Safer Grant
Motion by Cranford, second by Howard to approve the re application for Safer Grant which will pay the salary of a Firefighter for (3) years. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille
F. Ordinance 2024-0-032
Motion by Barr, second by Lee to approve the LSI Subdivision, preliminary plan, keeping (1) lot for LSI and selling the other (2) lots and to allow City Attorney Schrock and City Administrator Jim Woolford to sign documents after the easement is completed with COMED. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille
G. Golf Course Rates
Discussion on the rates for the 2025 season at the Oaks Golf Course. Council would like more information on the usage. Motion by Cranford, second by Bradshaw to approve the increase of the Golf Pass, resident and non resident rate. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.
Any other rate changes will be decided at a future Council meeting
H. Employee Christmas Gifts
Motion by Kallas, second by Lee to approve the City Employee Christmas gifts of $75.00 to full time employees and $50.00 to part-time and volunteer employees. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille
I. Tax Levy Draft
Continued discussion on the proposed Tax Levy. The proposed Ordinance for the Tax Levy will be brought to Council at next meeting.
Mayor Comments
The Mayor noted the great turn out, even with the cold, for the Christmas Tree Lighting and Light up Parade, and thanked staff.
Administrator Comments
Jim Woolford thanked Brian Verdun, Chris Brock and their staff for all the work put into the (5) year plan for the City.
Council Comments
Alderwoman Eckhoff was asked to remind Council of the Holiday Mixer and that there are pamphlets at their chairs.
Alderwomen Howard also thanked all staff for their work for decoration the City with lights and work on the Light-up Parade
Public Comments
joanE Lipinski asked Council about the walking path at the Golf Course and would the paths be cleared during the winter. She was informed that it hard to designate a time for walking, only after all golfing is done for the day/season.
