Town of Normal Town Council met Jan. 6.

Here are the minutes provided by the council:

1. CALL TO ORDER:

Mayor Koos called the Regular Meeting of the Normal Town Council to Order at 7:00 p.m., Monday, January 6, 2025

2. ROLL CALL:

The Clerk called the roll with the following persons

PRESENT: Mayor Chris Koos and Councilmembers Kevin McCarthy, Scott Preston, Kathleen Lorenz, Chemberly Harris, Andy Byars, and Karyn Smith, also present were City Manager Pamela Reece, Assistant City Manager Jenny Keigher, Corporation Counsel Jason Querciagrossa, and Town Clerk Angie Huonker

ABSENT: None.

3. PLEDGE OF ALLEGIANCE:

Mayor Koos led the Pledge of Allegiance to the Flag.

4. PUBLIC COMMENT:

There was no Public Comment.

5. OMNIBUS VOTE AGENDA:

Mayor Koos read aloud the items to be considered by the Omnibus Vote Agenda.

A. APPROVAL OF THE MINUTES OF THE REGULAR COUNCIL MEETING OF DECEMBER 16, 2024.

B. REPORT TO RECEIVE AND FILE TOWN OF NORMAL EXPENDITURES FOR PAYMENT AS OF JANUARY 1, 2025

C. RESOLUTION AUTHORIZING A LEASE EXTENSION WITH THE U.S. HOUSE OF REPRESENTATIVES BY ITS AGENT, REPRESENTATIVE DARIN LAHOOD: Resolution No. 6335

D. RESOLUTION TO APPROVE EXECUTIVE-SESSION MINUTES, TO DISPOSE OF VERBATIM RECORDINGS OF PAST EXECUTIVE SESSIONS, AND TO RETAIN CONFIDENTIALITY FOR THE EXECUTIVE-SESSION MINUTES OF JANUARY 16, 2024, FEBRUARY 19, 2024, AUGUST 5, 2024, AND DECEMBER 16, 2024: Resolution No. 6336

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Harris, the Council Approval of the Omnibus Vote Agenda.

AYES: Lorenz, Harris, Byars, Smith, Preston, McCarthy, Koos.

NAYS: None.

Motion declared carried.

Items A, B, C, and D were approved by Omnibus Vote.

6. ITEMS REMOVED FROM OMNIBUS VOTE AGENDA:

There were no items removed from the Omnibus Vote.

GENERAL ORDERS:

There were no General Orders.

NEW BUSINESS:

7. MOTION TO ACCEPT THE PROPOSED FY2024-25 TO FY2029-30 COMMUNITY INVESTMENT PLAN (CIP)

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Preston, the Council Approval of the Motion to Accept the Proposed FY2-24-25 to FY2029-30 Community Investment Plan (CIP).

AYES: Harris, Byars, Smith, Preston, McCarthy, Lorenz, Koos.

NAYS: None.

Motion declared carried.

Reece provided a brief overview of the item and introduced Finance Director Andrew Huhn to present the proposed Community Investment Plan (CIP).

Huhn reviewed the proposed Community Investment Plan, covering its purpose, the plan review and prioritization process, funding sources, project categories, and types of spending. He also provided an overview of the CIP interactive dashboard available on the Town’s website.

Koos asked about the level of public usage of the CIP dashboard.

Smith commended the detailed information presented on the CIP dashboard and asked about the progress of the lead pipe replacement project. Director of Water John Burkhart responded. Smith asked for clarification on how the proposed CIP incorporates stormwater improvements in the Uptown area and the Vernon Road project. Director of Public Works and Engineering Ryan Otto responded. Smith requested information on the efficiency and productivity of the waste trucks. Reece responded.

McCarthy reviewed the section of the CIP dashboard that displays the budget proposed for approval this year.

Harris asked questions regarding American Rescue Plan Act (ARPA) and Community Development Block Grant (CDBG) funds. Huhn and Reece responded.

Lorenz requested clarification on road projects for FY2026. Otto responded. Lorenz asked about the ammonia study and its connection to PFAs (polyfluoroalkyl substances). Burkhart responded.

PUBLIC COMMENTS:

Cat Hayes, Community Health Specialist with McLean County ROSC Coalition, shared details about the community survey on substance use and mental health recovery. She provided copies to the Council, encouraging members to complete it and assist in distributing it within the community.

12. CONCERNS:

Smith announced that SOAR programming registration begins on January 9th and shared information about a work camp program for homeowners organized by St. John Lutheran Church in Bloomington.

Lorenz highlighted the “Night in a Car” event on February 7th to raise funds and awareness for the homeless.

13. ADJOURNMENT

There being no further business to come before the Council, Mayor Koos called for a Motion to Adjourn the Regular Meeting of the Normal Town Council.

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Harris, the Council Accept a Motion to Adjourn the Regular Meeting of the Normal Town Council.

AYES: Byars, Smith, Preston, McCarthy, Lorenz, Harris, Koos.

NAYS: None.

Motion declared carried.

Mayor Koos adjourned the Regular Meeting of the Normal Town Council at 7:41 p.m., Monday, January 6, 2025.
