City of Le Roy City Council met March 3.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steve Dean at 7:00 PM at Le Roy City Hall, 207 S East Street, Le Roy. The council members present were Dawn Hanafin, Patti Welander, Matt Steffen, Kelly Lay, Justin Morfey, and Kyle Merkle. Sarah Welte and Ron Legner were absent.

Staff members present were Dan Lush, Perry Mayer, Jason Williamson, Dave Jenkins, and Anita Corso.

Comments from the public – Sam Svensson discussed a $500 dumping fine.

Included on the consent agenda were Regular Meeting Minutes for 2/17/2025, invoices from 3/3/2025 totaling $204,548.61, and payroll for the period of 2/21/2025 in the amount of $51,076.81.

The items of the consent agenda were voted on separately.

Motion was made by Matt and seconded by Justin for approval of the Regular Meeting Minutes. Roll call: Matt Steffen-yes, Dawn Hanafin -yes, Kyle Merkle- yes, Justin Morfey-yes, Patti Welander-yes, Kelly Lay-abstain. Motion carried 5 yeas, 0 nays, 1 abstain.

Motion was made by Justin and seconded by Kely for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Dawn Hanafin -yes, Kyle Merkle- yes, Justin Morfey-yes, Patti Welander yes, Kelly Lay-yes. Motion carried 6 yeas, 0 nays.

In Staff Reports Dan reminded everyone that brush pickup will begin the first week of April and actually start Monday March 31. Also, all Christmas decorations are put away until next year.

Perry gave a brief Well # 10 update – work to begin on site Thursday 3/6/25 and detailed a rough schedule. He also reported that Jacobs Engineering will be back on site the last week of March for more testing and that manganese levels are down which should help discoloration issues.

Anita reminded everyone to complete their annual statement of economic interest and email the confirmation to her.

Dave mentioned a 9am public meeting with Donohue Engineering for an update on the sewer plant upgrades. There will also be a Special Projects Committee at 6pm on 3/17 with Retail Strategies.

ORD NO 25-03-01-60 AN ORDINANCE MODIFYING THE PAY SCHEDULE FOR ELECTED OFFICIALS, OFFICERS, AND EMPLOYEES OF THE CITY OF LE ROY, MCLEAN COUNTY, ILLINOIS. Motion to approve by Kyle was seconded by Matt with the correction of the date in Section 3 to reflect “2025”. Roll call: Matt Steffen-yes, Dawn Hanafin -yes, Kyle Merkle- yes, Justin Morfey-yes, Patti Welander-yes, Kelly Lay-yes. Motion carried 6 yeas, 0 nays.

ORD NO. 25-03-02-90 MUNICIPAL TREE ORDINANCE. Motion to approve by Kelly was seconded by Matt. Discussion reviewed trees being on private property verses the city right of way, number of committee members, and penalties for nuisance trees pending final legal review. Roll call: Matt Steffen-yes, Dawn Hanafin -yes, Kyle Merkle- yes, Justin Morfey-yes, Patti Welander-yes, Kelly Lay-yes. Motion carried 6 yeas, 0 nays.

In Old and New Business Dave reported Health Alliance will no longer be offering plans in Illinois and Dimond Bros. Insurance is looking for alternatives for the December 2025 renewal. He also reviewed possible repayment options for the sewer plant loan and the effect on utility bills.

Dawn asked about sidewalks in the Fox Run subdivision: installation responsibility & enforcement.

Kelly received a call asking why there were no stop or yield signs in the northwest corner of Le Roy. Dave said it requires a traffic study. Jason to check on borrowing a flashing speed sign for the area.

The Mayor opened the topic of dumping fees. Discussion covered existing signage, use of cameras to identify offenders, how fee increase was published, and possibly adding a “Fines start at $500” sign. Ordinance violation waiver authority rests with the Mayor and the Chief of Police.
