City of Lexington City Council met May 12.

Here are the minutes provided by the council:

The regular meeting of the Lexington City Council was called to order at 7:00 pm by Mayor Spencer Johansen in the City Council Chambers at City Hall.

Mayor Spencer Johansen led the council in the Pledge of Allegiance.

Roll call was taken to find the following physically present: Mayor Spencer Johansen, Alderman Stover, Alderman Franklin, Alderwoman Wilson, Alderman Mattingly, Alderman Richard, Alderwoman Shubert.

Members of the public in attendance: Peg Reynolds-Media, Ryan Reber-COII, Rebecca D Johnson-COII, Mellissa Dittbenner-COII, Kendra Keck-BHHS, Nello Picchietti-COII, Greg Troemel-Farnsworth Group

Motion to approve minutes from 4/14/2025 meeting was made by Alderman Mattingly. Seconded by Alderman Richard. Motion carried with 4 yes votes and Alderwoman Wilson abstaining.

Motion to approve treasurers report and authorize payment of bills in the amount of $443,885.25 was made by Alderman Stover. Seconded by Alderman Franklin. Motion carried unanimously.

Committee Reports:

A. Mayor’s report: 2 new committees formed: Economic Development & Housing-Alderman Franklin is Chairman

B. Police - Richard: Nothing to report

C. Building/Insurance - Wilson: Nothing to report but look for an invitation to meeting soon.

D. Finance/TIF - Stover: Finishing up budget

E. Public works-Richard: Nothing to report

New Business:

• Mayor Johansen announced Gina Roberds has been appointed Deputy Clerk.

• Kathy Shubert was sworn in as New Alderwoman for Ward 1.

• COII (pronounced coy) presentation: Rebecca D Johnson, COII founder– Belcot Reserve housing development overview. Introduced team members present: Cara Saba, Ryan Reber, Nello Picchietti, Melissa Dittbenner, Kendra Keck. High performance homes video presentation. Kendra Keck – Marketing presentation. Mellissa Dittbenner, Lexington resident – testimonial, why Lexington? Question and answer session. (See presentation handout.)

Public input: None

Motion to move to closed session to discuss policy, procedure, and personnel made by Alderman Franklin. Seconded by Alderman Richard. Motion carried unanimously.

Alderman Richard made the following motion, seconded by Alderman Franklin: “The city council approves and supports the public works committee’s proposed actions, directives and any emergency procedures, if necessary, regarding the lawful implementation by the mayor, city, council or public works committee of policies, procedures, and personnel changes in all city departments discussed in the May 12,2025 closed session of the Lexington City Council.” Motion carried unanimously.

Old business: None

There being no further business, a motion was made by Alderman Mattingly to adjourn at 9:10pm. Motion carried by unanimous voice vote.
