City of Chenoa City Council met May 27.

The Chenoa City Council met in Regular Session at City Hall on May 27, 2025 called to order by Mayor Shane at 6:30 p.m..
The City Clerk was directed to call roll. The following council members were present: Shane, Hernandez, Lopeman and Bell. Commissioner Shipley was absent. The following members of staff were present: Attorney Mann, Chief Cornwall and Clerk Rhoades. Treasurer Rowold was absent.
Mayor Shane led in the Pledge of Allegiance.
Consent Agenda
Motion by Bell, second by Lopeman to approve the Minutes of the Regular Meeting of May 13, 2025 and the Minutes of the Executive Session of April 22, 2025 that the bills and payrolls be allowed, and orders on the Treasurer be drawn in payment of the same. #5794 Motion carried by unanimously affirmative vote.
Mayor Shane said the work that they need to hire Kafer for is for just dredging the ditch for $10,300. Commissioner Lopeman said he agrees that this needs done but feels they need to hold off as they need signed agreements from the landowners. Attorney Mann agreed they need to get those signed. He will speak with the title owners and let them know that the City would like to get started on that this summer. He would like to get an easement with them to make it easier in the future as well. This is tabled until easement agreements are signed.
Motion by Lopeman, second by Hernandez to Approve to Sign a Lease Option Agreement with ESP Solar. #5795 Motion carried by unanimously affirmative vote.
Comments
Public: Melvin Kineldberg thanked the City for doing a good job on his alley.
Doug Barrett asked if they would be taking the tree down on the corner of McClellan and Logan as it looks dangerous. Commissioner Lopeman said yes, they did see that and they will be taking care of it. Mike Alverson said the light on the stop sign at the 4-way stop is not working. He also said the garbage company had some kind of leak in the 900 block of Warren Street. They did put oil dry down but never shoveled it up.
Attorney: Attorney Mann said he has been questioned by the City and Townships on insurance for workers that are coming to help clear roads when there are storms. The consensus of everyone he has talked to is that there is no insurance that covers those types of situations. He said workers compensation is really the issue. He said he will do some more looking into this for a solution.
Treasurer: None
Commissioner: Commissioner Bell said they are working with Heartland Bank to get credit cards for the employees and they needed minutes from a meeting before they can take the next step. Mayor Shane said they need to start working on the budget. The council agreed to have a special meeting on June 3 at 6:30 as long as that will work for Treasurer Rowold. Commissioner Lopeman said he has been working with the railroad on some things that are required. He received some information on grants that he will do some research on to find out what they can use them on but only has five days to apply for those. He has multiple fiber companies that are looking for easement permits. He is working with Attorney Mann and our Engineer to get those done. Mayor Shane said there are some issues at the water plant with the wiring being corroded. They will be taking some things out that are redundant which will save some money long term.
