City of Pontiac City Council met June 16.

The regular meeting of the Pontiac City Council was held on June 16, 2025. Mayor Eckhoff called to order the meeting of the City Council at 7:00 P.M.
The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Cranford, Howard and Wille. Absent were Causer, and Bradshaw.
REGULAR AGENDA
A. Golf Cart/ROHV Rules
* City Administrator Woolford presented the rules and expectations for the new golf cart and ROHV now being allowed on the city streets.
No Vote.
B.. Community Enrichment update
Liz Vincent updated the summer flyer went out to citizens detailing all the activities happening. Reviewed the VIP program for those who didn't know. Updated that they have finally hired a Trolley driver.
No Vote.
C. Art Cars Program
Liz Vincent presented the Art Cars Program happening in Pontiac. Gave the guidelines for the program. Cars have been ordered. Discussion was held, and questions asked. No Vote.
D. Library Board Trustees' appointment
Mayor Eckhoff presented the board of trustees the library requested to appoint. Motion was made Wille, seconded by Howard to approve the three (3) trustees to the Library Board. On a roil cell vote motion carried 5 Aye, oNay. Aye votes recorded. Barr, Giovanini, Cranford, Howard and Wille.
E. Resolution 2025-R-004
City Administrator Woolford presented the resolution levying additional .02% tax under Section 3-1 of the Illinois Local Library Act for building and building maintenance. Discussion was held.
Motion was made by Howard, seconded by Wille to approve resolution 2025-R-004. On a roll call vote motion carried 5-0. Wille abstained. Aye votes recorded: Barr, Giovanini, Cranford, Howard and Wille.
F. Centennial Plaza Bid
City Administrator presented the bids that came back for this project. Discussion was held on budget, options and alts.
Motion was made by Cranford and seconded by Wille to vote H.J. Eppel and Co. to get the Centennial Plaza Bid. On a roll call vote, motion carried 4-1. Aye votes recorded: Barr, Cranford, Howard and Wille. Nay votes recorded: Giovanni.
G. Appointment of Sarah Hoerner - Ward 2 to Fill 2 years of unexpired 4-year term
Mayor Eckhoff presented Sarah Hoerner for the position to fill Ward 2. Discussion was held.
Motion was made by Howard and seconded by Wille to Vote to approve Sarah Hoener as Ward 2 alderman. On a roll call vote, motion carried 5-0. Aye votes recorded: Barr, Giovanni, Cranford, Howard and Wille.
H. Appointment of Chan Gill - Ward 2 to Fill 2-year remainder of unexpired term
Mayor Eckhoff presented Chan Gill for the position to fill Ward 2. Discussion was held. Motion was made by Barr and seconded by Wille to approve Chan Gill as Ward 2 Alderman. On a roll call vote, motion carried 5-0. Aye votes recorded: Barr, Giovanni, Cranford, Howard and Wille.
I Appointment of Anna Hoerner - Ward 3 to fill 2-year remainder of unexpired term
Mayor Eckhoff presented Anna Hoerner for the position to fill Ward 3. Discussion was held.
Motion was made by Cranford and seconded by Howard to approve Anna Hoerner as Ward 3 Alderman. On a roll call vote, motion carried 5-0. Aye votes recorded: Barr, Giovanni, Cranford, Howard and Wille.

J. Ordinance 2025-0-013
City Administrator Woolford presented the agreement with Pontiac District 90 for the pickleball court. Discussion was held.
Motion was made by Howard and seconded by Cranford to approve ordinance 2025-0- 013. On a roll call vote, motion carried 6-0. Aye votes recorded: Barr, Giovanni, Causer, Cranford, Howard and Wille.
K. Downtown Social District
Community Enrichment director Bell presented a new program uptown to be able to drink at special events. She discussed phases and rules for the program. Discussion was held.
No Vote.
F. Ordinance 2025-0-014
This ordinance is to adopt the 2024 International Building Code. Mr. Knowles presented.
Motion was made by Howard and seconded by Causer to approve Ordinance 2025-0-014. On a roll call vote, motion carried 6-0. Aye votes recorded. Barr, Giovanni, Causer, Cranford, Howard and Wille.
G. Ordinance 2025-0-015
This ordinance is to adopt the 2024 International Residential Code for one- and two- family dwellings. Mr. Knowles presented.
Motion was made by Barr, Seconded by Causer to approve Ordinance 2024-0-015. On a roll call vote, motion carried 6-0. Aye votes recorded. Barr, Giovanni, Causer, Cranford, Howard and Wille.
Mayor Comments
Mayor Eckhoff gave an update on the application for Ward 2 vacancies.
Administrator Comments
Jim Woolford thanked the police and firefighters for the quickness at the porch fire on Water Street.
Council Comments
Alderman Howard and Cranford have been getting complaints about the overgrown yards in their ward.
