Town of Chatsworth Board of Trustee met June 17.

Official proceedings of the Board of Trustees, Town of Chatsworth, held in the town council room at 7:00PM

Roll call showed the following present: Trustees Price, Schroen, Cavanagh, and Sheppard. Also, present: President Runyon, Clerk Dehm, Superintendent Mogged, Superintendent Decker, Chief Cavanagh, Zoning Commissioner Ernst, and Treasurer Dassow. Absent was Trustee Bell, Trustee Millis, and Attorney Coleman.

A motion by Trustee Cavanagh and seconded by Trustee Schroen was made to approve the agenda. Board of Trustee vote: 4 Yeas

A motion was made by Trustee Cavanagh and seconded by Trustee Schroen to approve the minutes from the May 20th, 2025 regular board meeting. Board of Trustee vote: 4 Yeas

Police Report: Chief Cavanagh reported that there were 18 traffic stops in the month of May. The first round of ordinance packets has been mailed out and the next round should be going out within the next week or two. They also received their new ticket printer for the squad car.

President’s Report: President Runyon reported that he has walked the area they are hoping to put the new “Welcome to Chatsworth” signs. They will be in the general area as the old ones with a few adjustments. He also reminded everyone that the Chatsworth Blue Bird Alumni Banquet will be held this Friday, June 20th.

Old Business:

The memorandum of understanding and rental ordinance variance regarding the HUD Housing Complex was completed by Attorney Coleman was sent to the prospective buyer and is awaiting a response. Once a response is received, that will determine what will occur moving forward.

Mark Henrichs from Henrichs Farms repaired a water tile near his farm ground, he is asking for reimbursement in the amount of $450 for the work that was completed. Trustees will look more into this repair and location; this will be forwarded to next meeting’s agenda.

Superintendent Mogged and Superintendent Decker received quotes from G.A. Rich regarding the lift station shut off valve repairs. There are two lift stations are need repaired, Locust Street and Pine Street. The quote is $39,763/per lift station. Trustee Price who is head of the Public Utilities Committee stated that he would like to hold a committee meeting to discuss this and potentially get some more quotes. This will be moved forward to the next meeting.

New Business:

Jeremy Price from Renewable Properties attended the meeting along with Edward Palen, the applicant for the “West Oak” Coumminty Solar Project. Mr. Price and Mr. Palen were asking for approval of a Special Use Permit to develop a ground-mounted distributed generation community solar facility.

A motion made by Trustee Price and seconded by Trustee Schroen was made to approve Resolution 2025-06-17 with the amendment of the specific number of sheep allowed for the project. Board of Trustees vote: 4 Yeas.

A motion by Trustee Price and seconded by Trustee Cavanagh was made renew the TIF Fund CD for 13 months at a 4% interest rate. The current TIF Fund CD is set to mature on July 1st, 2025. Board of Trustees vote: 4 Yeas

Mayor Runyon presented a draft of the FY 2026 budget. He asked the Board of Trustees to review this and let me know of changes that may need done prior to the next meeting. The plan is to vote on the budget at the upcoming meeting.

A motion by Trustee Price and seconded by Trustee Cavanagh was made to implement a CAPS free day for kids every Friday in the month of July for Chatsworth children 15 years of age and younger. The Town of Chatsworth will allocate funds to cover the bill of those who attend. Board of Trustees vote: 4 Yeas

A motion by Trustee Price and seconded by Trustee Cavanagh was made to approve the quote received from Rocket Supply for $1,006.50 for the purchase of manhole covers for the sewer plant. These covers were a recommendation by the EPA during their last visit. Board of Trustees vote: 4 Yeas

Trustee’s Report: Trustee Cavanagh let the Board of Trustees know that she has made the approved purchases for the park. Shipments are continuing to come in with the equipment. Trustee Schroen brought up the leak that has occurred on Ash Street for months now. Mayor Runyon stated that he would be in contact with the Property own on what needs to be done to get that resolved as well as getting the roof fixed in order to remove that tarp.

Treasurer’s Report: Treasurer Dassow let the Board of Trustees know that the auditors will be here July 1st to conduct their annual audit.

Employee’s Report: Superintendent Mogged and Superintendent Decker reported that they plan to be working on cleaning up easements and alleyways this summer as well as continuing to cold patch areas of roads that need repaired. A couple weeks ago, 4th Street had a water main leak that has sense been repaired. The new floats have been installed and are working properly. Also, a sinkhole has occurred on Lucus Street. It has been Julide and there are plans to start working on getting that fixed.

A motion by Trustee Cavanagh and Seconded by Trustee Price was made to pay the bills. Board of Trustee vote: 4 Yeas

A motion by Trustee Price and seconded by Trustee Cavanagh to adjourn the meeting at 8:00PM. Board of Trustee vote: 4 Yeas
