McLean County Health Committee met July 8.

Minutes of the Health Committee

The Health Committee of the McLean County Board met on Tuesday, July 8, 2025, at 4:00 p.m. in Room 400 of the Government Center at 115 E. Washington Street, Bloomington, IL.

Members Present: Chair Corey Beirne, Members Eric Hansen, Beverly Bell, Mike O’Neil, and Buck Farley

Members Absent: Member Geoff Tompkins

Other Members Present: None

Staff Present: Cassy Taylor, County Administrator; Cathy Dreyer, Assistant County Administrator; Anthony Grant, Assistant County Administrator; Julie Morlock, Recording Secretary; Don Rood, First Assistant State’s Attorney – Civil Division

Department Heads/Elected Officials Present: Tim Wiley, Nursing Home Administrator; Jessica McKnight, Health Department Director; Diane Hughes, Jail Superintendent; Jason Tabb, Juvenile Detention Center

Others Present: Dan Leary, Information Technology; Tammy Brooks, Health Department; Alana Strum, Advanced Correctional Healthcare

Chair Beirne called the meeting to order at 4:00 p.m. and declared a quorum.

Chair Beirne confirmed with Administrator Taylor there were no requests to speak by members of the public or county employees.

Chair Beirne presented the Consent Agenda for approval that included the June 3, 2025 regular meeting minutes and invoices for Board of Health, Nursing Home, Jail and JDC Medical and Developmental Disability Board.

Motion by Farley/Hansen to approve Consent Agenda that included the June 3, 2025 regular minutes and invoices for Board of Health, Nursing Home, Jail and JDC Medical and Developmental Disability Board.

Motion Carried.

Chair Beirne presented the reports on behalf of Diane Hughes, Jail Superintendent and Alana Strum, Jail Medical. Ms. Hughes noted an added safety and privacy measure at the nurse’s station with the addition of a glass partition. Mr. Hansen noted he appreciated the increased assistance for those with substance abuse issues. Chair Beirne asked if there were any questions, hearing none, he thanked them.

Jessica McKnight, the Health Department Administrator presented her monthly reports to the Committee. Chair Beirne asked if there were any questions; hearing none, he thanked her.

Chair Beirne presented on behalf of Mr. Tim Wiley, Nursing Home Administrator a request to approve an agreement with MatrixCare. Mr. Wiley noted the Nursing Home already utilizes MatrixCare for electronic health records and receivables, and this will help with collections and bookkeeping.

Motion by Hansen/Bell to recommend approval of an agreement with MatrixCare Motion Carried.

Chair Beirne presented for action on behalf of Tim Wiley, Nursing Home Administrator a request to approve an Agreement with Clipboard Health Staffing Agency. Mr. Wiley noted that while they are working to eliminate staffing use they still need agency assistance on occasion. He noted this agency will provide more economical services and additional information about staffing attendance.

Motion by Farley/Hansen to recommend approval of an Agreement with Clipboard Health Staffing Agency.

Motion Carried.

Mr. Wiley presented his monthly report to the Committee. Mr. Beirne asked for an update on the construction project. Mr. Wiley noted they are waiting for IDPH to visit and clear the completed constructed area so they can move to the next phase. Mr. Beirne asked if he anticipated that happening soon. Mr. Wiley indicated he did. Chair Beirne asked if there were any additional questions or comments; hearing none, he thanked him.

Mr. Tabb presented the JDC reports to the Committee. Chair Beirne asked if anyone had any questions regarding the reports, hearing none, he thanked him.

Ms. Cassy Taylor, County Administrator indicated she had nothing for the Committee.

Chair Beirne confirmed the date of the next meeting as Tuesday, August 5, 2025 at 4:00 p.m. Chair Beirne asked if there was any other business to come before the Committee; hearing nothing, he adjourned the meeting at 4:06 p.m.
