Village of Heyworth Board of Trustees met July 24.

Here are the minutes provided by the board:

Meeting Called To Order by Mayor Moore at 6:30pm.

Roll Call: A Quorum of the Village Board was present during the following roll call of Trustees taken by the Village Clerk:

REPORT FROM THE MAYOR:

Mayor Moore reported it has been a great couple of months with the village.

Thanked everyone again for the support they have given.

REPORT FROM CLERK – STACY SHOEMAKER:

No report.

REPORT FROM OFFICE MANAGER-STACY SHOEMAKER:

No report.

REPORT FROM CHIEF JONES:

Chief Jones reported the police department has a new report system which is for the whole county. Reported the Dodge Durango is now on the road.

Discussed the police policies.

REPORT FROM CODE COMPLIANCE-DAVE SHAFER:

David Shafer reported Chris passed his Property Maintenance and Housing Inspector Certification exam. Reported the warranty work is started at Prairie View and should be completed by next Friday. Reported year to date we have issued 60 building permits.

Reported we need to update storm water management ordinance to reflect more recent ISWS bulletin 75 instead of 70 to more accurately reflect rainfall trends.

Reported the bank foreclosure at 512 E Pease appears that they have started work to clean up the property. Reported having conversations with the owners of the art gallery on Hilton Drive and explained to them zoning violation to them. We discussed potential options to cure the violation.

REPORT FROM PUBLIC WORKS -DAVID SHAFER:

Water:

David Shafer reported we have completed all service transfers on Prairie Street and abandoned the old water main. Staff will be replacing the fire hydrant at Vine and Prairie next week and the will complete the prep work for the repaving of Prairie St.

Reported MR Wireless submitted a lease renewal for their equipment on our towers.

Parks:

Volunteer Park:

Reported the splash pad has been heavily used the last few weeks, with busloads of children being present during the day.

Reported the bench donated in Dan Billingoton’s memory has been installed.

Weltman Park:

Reported staff is planning to start the week of July 28th for park improvements.

Cobble Creek Park:

Reported the tether ball was stolen, replacements have been ordered.

Compost Facility:

Reported will be submitting an updated permit plan to IEPA to exclude the ETSB Tower area from the compost facility.

Equipment & Staffing:

Reported the Village Membership in MS-ISAC along with the services provided will no longer be available for free due to DOGE cuts in the federal government. If we intend to remain a member of MS-ISAC/CIS we will incur a cost of $1,495 for 2025-2026.

Reported Sharepoint for board member file access should be ready for testing next week and roll out.

REPORT FROM ENGINEER-DAVID SHAFER:

David Shafer reported a single-family development on the west side of Prairie Meadows Drive, there may be a second developer that has interest in this property.

Reported spending a considerable amount of time following up on the MCRPC Strategic Land Use Plan. Reported Ameren has moved the Heyworth bulk supply substation project from the ‘planning’ category to the construction category.

Reported on the McLean County ETSB communication tower. The county is ready to move forward and has sent Geoff the lease terms.

Reported having a coordination meeting with IDOT/FHWA.

Reported on additional funding IDOT was able to provide.

REPORT FROM TREASURER & BUDGET OFFICER-MICHELLE FITZGERALD: Absent.

REPORT FROM ADMINISTRATOR-GEOFF DODDS:

Reported speaking with another party that may be interested in opening an ice cream shop in town. Reported there have been recent conversations with Groots Farm’s representatives, and they are still working through the documentation to move through this process.

Reported the office staff worked much of the audit last week. It seems this process went smoother than last year. Reported IDOT has awarded an additional $1,200,000 in ITEP funding to the Village for this project. Reported the bicycle racks affiliated with this grant have been received.

Reported getting close to finalization of the proposed summary agreement with First State Bank. Reported the parties affiliated with the Prairie View Subdivision have begun to repair the punch list items provided by our Code Compliance Officers.

Reported we have hired a new Treasurer/Budget Officer, Public Works employee, and part-time police officer. Reported most of the Department Supervisors have completed the mid-year evaluations. Reported on the ordinance on the agenda tonight approving the Officer Incident Death Scene Policy. Geoff Dodds reviewed the action items on the agenda for tonight.

Reported on the items that will be on the next regularly scheduled board meeting agenda.

REPORT FROM ATTORNEY-GEOFF DODDS:

Reported the pending litigation against the Village has now been Voluntarily Dismissed without prejudice by the Plaintiff.

PUBLIC COMMENT:

None.

STREETS & PUBLIC INFRASTRUCTURE-:

No report.

PARKS & INFRASTUCTURE-TRUSTEE MOWERY:

Trustee Mowery reported having really good communication with the DJ.

Looking for funding for next year’s 4th of July.

ED&P-TRUSTEE SHEPPARD:

No report.

OLD BUSINESS:

None.

Motion (Lauterberg, Mowery) to approve Regular Meeting Minutes for June 19, 2025 and July 10, 2025. All aye. [Motion Carried]

2025-43 (Sheppard, Lauterberg) Ordinance amending the Personnel Policy of the Village of Heyworth. 4-yes. 0-no. [Motion Carried]

2025-44 (Mowery, Sheppard) Ordinance approving a Mutual Aid Agreement by and between Rural McLean County Police Departments and the Village of Heyworth Police Department. 4-yes. 0-no. [Motion Carried] 2025-45 (Lauterberg, Mowery) Ordinance approving specific Police Policies for the Village of Heyworth Police Department. 4-yes. 0-no. [Motion Carried]

New Business:

Chief Jones reported Susan Cameron brought another check in for us to purchase a cover for the truck bed and body fans.

Geoff Dodds discussed a water extension on N. Buchanan St. A business is wanting to build a facility but cannot because there is not a water extension there.

Set schedule of meetings: Village Board Meeting on August 7th at 6:30pm.
