City of Lexington City Council met Aug. 11.

Here are the minutes provided by the council:

I. Call to Order

Meeting called to order by Mayor Johansen at 7:00 pm

II. Pledge of Allegiance

Mayor Johansen led the Pledge of Allegiance

III. Roll Call

Council Members present: Mayor Jahansen, Alderman Richard, Alderman Franklin, Alderman Stover, Alderman Mattingly, Alderwoman Wilson, Alderwoman Shubert, Clerk Roberds

Members of the public present: Peg Reynolds, Chief Edmiaston

IV. Consideration/Vote to approve the minutes of the July 28th, 2025 Appropriation Ordinance Public Hearing and the regular city council meeting.

Motion to approve made by Alderwoman Wilson and seconded by Alderman Mattingly. Motion passed unanimously.

V. Consideration/Vote to approve the minutes of the July 28th, 2025 regular city council meeting.

Motion to approve made by Alderwoman Wilson and seconded by Alderman Mattingly. Motion passed unanimously.

VI. Consideration/Vote to approve the paying of bills/Treasurer’s Report. Motion to approve paying of bills in the amount of $29,953.52 was made by Alderman Stover and seconded by Alderman Franklin. Motion passed unanimously.

IX. New Business:

A. Discuss 2025 City of Lexington Personnel Policy Manual

Alderman Richard: Is there a section stating work hours can change as needed? Alderwoman Wilson: Yes. That is in there.

Alderman Franklin: In the Sick leave section - Do we allow them to accrue 95 days or is that new? Alderwoman Wilson: Yes we do. That was there in the previous version. Alderman Franklin: Question about 240 hrs. Alderwoman Wilson: That was in the template from RMA. Assumes that’s an IMRF policy. Mayor Johansen: Everyone review and get changes to Lisa. We will put on agenda for next meeting to vote whether to approve. Mayor Johansen asked if the employees also got this. Clerk Roberds: Yes. They received it last week and were told to get any needed changes to Gina or Lisa.

B. Discuss Lexington’s participation in the Commemoration of America’s 250th Anniversary

Mayor Johansen turned the discussion over to Clerk Roberds, who he has asked to lead this. Discussed the email outlining things we can do to participate. The group agrees the time capsule and Resolution sound good. Not sure yet about whether we want to hold some kind of event on next year’s 4th of July. We’ve never done anything here for the 4th. Send thoughts to Gina on that. Mayor suggested maybe running a letter in the Lexingtonian asking for residents to submit stories about Lexington for the time capsule. Any other ideas for what to submit for the time capsule, send to Gina. She will also prepare the Resolution for vote at next meeting.

X. Committee Reports

A. Mayor’s Report Johansen

Aug 25th meeting Kathy and Spencer will be gone. The group agreed we will still meet since we will have a quorum.

Mayor Johansen distributed copies of two documents he received late today. 1. An ordinance amending the regulation of the discharge of weapons in the city of Lexington. meeting.

2. The revised agreement to repair and remediate Hilltop Mobile Home Park.

Mayor asked everyone to review both and discuss at the 8/25/2025 meeting, then we will vote at the first meeting in September.

Century Oaks – Ameren vs Corn Belt. The dividing line between the two is just past the duplexes. (Mayor pointed it out on a map on the white board) Corn Belt may be done by next week. Farnsworth has been working with Ameren for 2 and a half yrs to come up with a price to get power back there. Last week Ameren finally presented a cost of $380k, with $304k coming out of developer’s pocket. That’s not acceptable to the developer and could halt progress. Corn Belt already has 3 phase out there and could finish out the entire subdivision. Ameren said they may be willing to swap out some territory but that could take years. The boundaries haven’t been addressed since 1965. New property across PJ Keller is the same, split down the middle between Ameren and Corn Belt, so could have the same issue over there. Spencer contacted Rep Chung. She put him on a conference call with Director of Housing Solutions for the Governor’s office. Thurs afternoon he got a call from the Governor’s office for further discussion. Mayor should hear something back from them hopefully tomorrow (Monday).

Mayor has met with a couple new potential business owners who may come to Lexington.

Kayden Tolan (Sewer Superintendent) leaves for deployment the 23rd for 11 months.

Mayor has a meeting Wed at 10 on the sewer discharge.
