City of Lexington City Council met Aug. 25.
Here are the minutes provided by the council:
I. Call to Order
Meeting was called to order at 7:05 by Mayor Pro Tem John Franklin.
II. Pledge of Allegiance
Mayor Pro Tem Franklin led the council in the Pledge of Allegiance.
III. Roll Call
Council members present: Alderman Richard, Alderman Stover, Mayor Pro Tem Franklin, Alderman Mattingly, Alderwoman Wilson, Clerk Roberds
Council members absent: Mayor Johansen, Alderwoman Shubert
Members of the public present: Chief Edmiaston, Peg Reynolds, Monica Scheuer
IV. Consideration/Vote to approve the minutes of the August 11th, 2025 regular city council meeting.
Motion to approve August 11th minutes as written made by Alderman Mattingly and seconded by Alderwoman Wilson. Motion passed unanimously.
V. Consideration/Vote to approve the paying of bills/Treasurer’s Report. Motion made by Alderman Stover to approve paying of the bills in the amount of $48,248.75. Seconded by Alderman Richard. Motion passes unanimously.

VIII. New Business:
A. Discuss/Vote recommendation from the Zoning Board of Appeals regarding building of a garage at 108 W South St
Recommendation from the Zoning Board of Appeals was to approve the building of a garage at 108 W South Street with a setback of 45 feet from the center of the street, with the condition he move it 5 feet to the south to allow for better line of site. Motion to approve made by Alderwoman Wilson and Seconded by Alderman Richard. Motion passed unanimously
B. Discuss/Vote Ordinance No. 2025-7, Ordinance Amending the Regulation of the discharge of weapons in the City of Lexington
Alderman Stover said as written, he can’t support it. Too many various types of properties in Lexington and we’ve got a one size fits all ordinance. Would like to see some accommodation for different sized properties. If we are going to regulate target practice and BB guns and things like that, he just can’t support it the way it’s written. Hunting regulations are already covered by the State (certain distance from the highway, houses, etc.)
Lisa – Agrees with the part about discharge of firearms. That was already in there. Doesn’t like the way it’s worded but we do need something. Alderman Richard said based on previous conversation with the lawyer, it’s difficult to come up with language that conveys what we want that would hold up. Alderwoman Wilson stated what we want is no hunting of wildlife on city property. Alderman Stover stated that’s already covered in the State laws. Mayor Pro Tem Franklin stated we aren’t likely going to come up with new wording in this meeting. Motion to table was made by Alderman Richard and seconded by Alderman Stover. Motion to table passed unanimously.
C. Discuss updated Agreement To Repair And Remediate Hilltop Mobile Home Park
Alderwoman Wilson – Do we still have a potential buyer? Not sure but that doesn’t matter. This agreement ends with the current owner. Alderman Stover – is this beyond what our regular ordinances say? We’ve had agreements in the past and they didn’t abide by them. They won’t abide by their own rules. They have their own requirements for people who want to live there and aren’t willing to evict people who don’t abide by those rules. Mayor Pro Tem Franklin questioned in one case, we’re requiring them to fix the roof on a specific property. If that trailer belonged to the homeowner, why does the owner have to fix it? Alderman Richard explained the owner’s tree fell on trailer so owner was liable. They have fixed that roof. Alderman Richard stated we should maybe talk to our ordinance officer to find out what violations they’ve been cited for. Alderwoman Wilson was through there recently. The streets didn’t look too bad but there were several boarded up trailers. Alderman Stover question: Didn’t the State write them a list of violations this spring? Would like to see how many of those have been addressed.
D. Discuss/Vote 2025 City of Lexington Personnel Policy Manual Alderwoman Wilson made some updates to vacation and a couple other minor updates. This new manual will be easy to keep up with.
Motion to approve made by Alderwoman Wilson and seconded by Alderman Stover. Motion passed unanimously
E. Discuss/Vote Resolution No. 2025-5, Support of the Illinois America250 Commemoration
Motion to approve made by Alderwoman Wilson and seconded by Alderman Richard. Motion passed unanimously.
