6:30- PUBLIC HEARING- IHDA Housing Needs Assessment & Community Revitalization Plan.
Amy from GLCEDC presents the project for revitalizing the community. She presented the data on the community housing and the goals for what the future looks like in the community. Discussion held.
The regular meeting of the Pontiac City Council was held on September 15, 2025. Pro Temp Mayor Wille called to order the meeting of the City Council at 7:00 P.M.
The City Clerk was directed to call roll, and the following members of the Council were present: Giovanini, Barr, Gill, S. Hoerner, Causer, A. Hoerner, Cranford, Howard and Wille. The following Council were absent: Bradshaw
CONSENT AGENDA
Motion was made by Cranford, seconded by Gill to approve the consent agenda.
On a roll call vote motion carried 9 Aye, o Nay. Aye votes recorded. Giovanini, Barr, Gill, S. Hoerner, Causer, A. Hoerner, Cranford, Howard and Wille.
REGULAR AGENDA
A. Housing Needs Assessment & Community Revitalization Plan
City Administrator Woolford speaks about the revitalization plan for the community. Alderman Barr speaks on the plan speaking that some of the plan is already put into place. Discussion held.
No vote.
B. Concurrence letter Airport T-Hanger Project
City Administrator Woolford presents the contract for the airport. The pavement is causing issues for the planes. Seeking approval to sign the letter accepting the project. Motion made by Howard, seconded by Causer to approve City Administrator Woolford to sign the approval letter on this project. On a roll call vote, motion carried 9-0. Aye votes recorded. Giovanini, Barr, Gill, S. Hoerner, Causer, A. Hoerner, Cranford, Howard and Wille.
C. Ordinance 2025-0-006
Attorney Nick Ehrgott and Chadd Mennenga present their hope for this ordinance. Mr. Mennenga is wanting to purchase a piece of land that is next to his property. Discussion held.
Motion made by Causer, seconded by Cranford to approve ordinance 2025-O-006. On a roll call vote, motion carried 9-0. Aye Votes recorded. Giovanini, Barr, Gill, S. Hoerner, Causer, A. Hoerner, Cranford, Howard and Wille.
D. Approval - GLCEDC Dues
Adam Donz presents the incentives and economic growth for being part of the GLCEDC. He also discusses the progress made in recent years to the community. Discussion held. Motion was made by Barr, seconded by Cranford to approve the GLCEDC dues. On a roll call vote, motion carried 9-0. Aye Votes recorded. Giovanini, Barr, Gill, S. Hoerner, Causer, A. Hoerner, Cranford, Howard and Wille.
E. Committee Report
Public Properties & Utilities- Alderman Causer reports on the meeting. They discussed the issues with the sewer department. Brad Duncun speaks at the meeting on what needs to happen at the sewer plant to be up to EPA approved. Chris Brock spoke at the meeting about Fell Park, and Block 59 was discussed. Discussion held.
Infrastructure - Alderman Giovanini reports on the meeting. He spoke about nuisance ordinance and the goals to limit those violations. Plans are coming soon. No Vote.
F. Park Assessment
Alderman Howard presents updates on the parks and the "homework" that she has given to the other council members. Will report back in November.
Administrator Comments
Thankful to the fire and safety crews for the incident at the High School. Summer Send -off is this weekend. Storybook walk has started.

Alderman Howard spoke about the River Clean-up on September 20th,
Public Comments
Marty Fannin - Rockin' on the River is great but is there a place to move the food trucks next year.
