Rep. Bunting highlights high electric bills and changing gambling revenues in latest update

Soaring electricity bills remain a concern for Illinois residents as winter approaches, according to State Representative Jason Bunting (R-Dwight). Bunting noted that the increased rates, which began over the summer, are linked to the shutdown of coal-burning power plants in Illinois. He said that new green energy facilities have not yet met demand, requiring the state to import electricity from elsewhere at higher costs.

Bunting commented on legislative efforts in Springfield: "We are currently in the midst of the fall veto session of the General Assembly. We met last week but passed no substantial legislation. The House and Senate were not in session this week but are scheduled to return for three more days starting next Tuesday. There has been a lot of discussion about a new energy bill, but so far, no final proposal has emerged to be reviewed. The early indications are that the proposal would only double down on the current policies and would do very little to bring down electricity rates."

He added: "Hopefully we will see more details and a better bill will emerge that provides relief for Illinoisans."

The update also addressed recent trends in gaming revenue within Illinois. The Commission on Government Forecasting and Accountability reported that video gaming and sports wagering have become the largest sources of gambling tax revenue for the state, generating $1.25 billion in the most recent fiscal year. Video gaming primarily takes place at electronic terminals located in private businesses such as bars and gas stations, while sports betting is mostly conducted through smartphone applications.

Other forms of gambling showed less growth or declined. Lottery ticket sales brought $789 million in net revenue, with most funds supporting schools; however, lottery revenues have remained flat for over ten years when adjusted for inflation. Casino taxes generated $186 million—a decrease from 1990s peak levels—and horse racing contributed $7 million.

Bunting stated: "Even though video gaming and sports betting are fast-growing revenue streams, they are vulnerable to changes in the law. Last year the General Assembly enacted tax hikes on video gaming and sports wagering (I voted No) and again this year there was another tax increase on sports wagering (I again voted No)."

Seniors were reminded that Medicare open enrollment runs from October 15 through December 7. During this period, eligible individuals can compare health plans and prescription drug options. The Illinois Department on Aging offers counseling through its Senior Health Insurance Program (SHIP), partnering with local agencies to assist enrollees.

Bunting provided an update on state finances as well: unpaid bills submitted to the Illinois Comptroller currently total just over $2 billion—similar to last year's figure at this time—but this does not include unfunded pension liabilities exceeding $100 billion.

Bunting was elected as a Republican representative for Illinois' 106th House District in 2023, succeeding Thomas Bennett.
