City of Fairbury City Council met Feb. 20.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Charles Hoselton, Jon Kinate, Bruce Weber,

Lynn Dameron and Bill Schmidgall. Gerald Hoffman was absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Dameron, second by Schmidgall to approve the following items on the Consent Agenda:

A. Minutes from the February , council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. None

F. Overtime Report

Motion carried 6-0. YES-Norris Hoselton Kinate Weber Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

➢ State’s Attorney Randy Yedinak updated the Council on the criminal justice system in Livingston County

➢ Lewis Breeden, President of the Village of Forrest, is looking forward to renewing the contract for police coverage by the City of Fairbury Police Department for his Village

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger – no report

→ Sewer Superintendent Duncan was absent

→ Water Superintendent Ifft was absent

→ Chief of Police Travis – no report

→ City Superintendent Ashburn reported

• Matt Curl would like to reschedule a meeting for Monday, February 25, 2019, at 6 p.m.

→ City Attorney Mason – no report

7. Reports of Aldermen

→ Alderman Norris reported on a letter he received from a constituent complaining about an overflowing dumpster in his neighborhood

→ Alderman Hoselton – no report

→ Alderman Kinate also reported on a dumpster complaint he received

→ Alderman Weber – no report

→ Alderman Hoffman was absent

→ Alderman Dameron – no report

→ Alderman Schmidgall – no report

9. Old Business – Discussion/Action Items

A. Motion by Dameron, second by Weber to approve a request for a handicapped parking spot designation from business-owner Lisa Yoder. Motion carried 6-0. YES-Norris Hoselton Kinate Weber Dameron Schmidgall

10. New Business – Discussion/Action Items

A. Motion by Weber, second by Kinate to approve a request from Angie Taylor to host the 2 nd Annual High Octane Show & Shine on Locust Street Saturday, June 1, 2019. Motion carried 6-0. YES-Norris Hoselton Kinate Weber Dameron Schmidgall

B. Motion by Kinate, second by Norris to approve pay request #7 for the Long-Term Control Plan sewer project in the amount of $1,711,476.48. Motion carried 6-0. YESNorris Hoselton Kinate Weber Dameron Schmidgall

C. Motion by Weber, second by Hoselton to approve a bid to purchase 3 sets of turn-out gear from Municipal Emergency Services in the amount of $7,785.00. Motion carried 6- 0. YES-Norris Hoselton Kinate Weber Dameron Schmidgall

D. Consideration of an Ordinance amending Chapter 7 of the Municipal Code Book of the City of Fairbury - TABLED

E. Motion by Schmidgall, second by Norris to approve a request for Superintendent Ashburn to attend WATERCON in Springfield, March 18th-21st in the amount of $371.54 for Hotel accommodations. Motion carried 6-0. YES-Norris Hoselton Kinate Weber Dameron Schmidgall

F. Motion by Weber, second by Dameron to approve a request for City Treasurer Dale Diller to attend Payroll Law workshop in Bloomington on July 11th in the amount of $199. Motion carried 6-0. YES-Norris Hoselton Kinate Weber Dameron Schmidgall

11. Other Items for Discussion & Information

12. Public Comment

13. Motion by Weber at 7:04 p.m. to enter Executive Session, second by Norris.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Kinate at 7:29 p.m. to enter Open Session, second by Dameron.

14. Adjournment – Motion by Dameron, second by Kinate to adjourn @ 7:31 p.m.
