City of Fairbury City Council met Feb. 6.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Charles Hoselton, Jon Kinate, Bruce Weber, Gerald Hoffman, Lynn Dameron and Bill Schmidgall.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Hoselton to approve the following items on the Consent Agenda:

A. Minutes from the , council meeting, as amended

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. None

F. Overtime Report

Motion carried 7-0. YES-Norris Hoselton Kinate Weber Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

➢ Randy Wittenberg, Director of Vermilion Valley Emergency

Communications (V-Com), presented his 2018 report that covered VCom’s structure, financial highlights and 2019 projects. He spoke at length about NIXLE, a county-wide emergency notification broadcasting system that texts county residents’ information from boil orders to disasters.

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger reported

• He will be submitting a bid for 3 sets of turn-out gear at the next council meeting

→ Sewer Superintendent Duncan was absent

→ Water Superintendent Ifft was absent

→ Chief of Police Travis – no report

→ City Superintendent Ashburn reported

• The Apostolic Christian Church Fellowship Hall has agreed to be a shelter in the event of a disaster

• He and Nancy have begun interviewing lifeguards

• It’s budget time and asked the council to inform him of items that need to be budgeted

→ City Attorney Mason – no report

7. Reports of Aldermen

→ Alderman Norris reported on a pool meeting between himself, Brett and Nancy; reported pool passes will only be sold from City Hall; reported on a leaking window at the guard station

→ Alderman Hoselton – no report

→ Alderman Kinate asked Chief Steidinger if the Fire Department had any fires during the extreme cold. Steidinger said they had 1 fire and the trucks were frozen by the time the department arrived on-scene

→ Alderman Weber – no report

→ Alderman Hoffman – no report

→ Alderman Dameron – no report

→ Alderman Schmidgall – no report

10. New Business – Discussion/Action Items

A. Motion by Schmidgall, second by Dameron to approve the Morton Community Bank Commercial Credit Card Borrowing Resolution #2019-2-6 replacing Janice Ziegenhorn with Dale Diller as a Visa card holder on the City of Fairbury credit card account. Motion carried 7-0. YES-Norris Hoselton Kinate Weber Hoffman Dameron Schmidgall

B. Consideration of a request from Lisa Yoder to define the parking space at the northeast corner of 2nd & Locust Streets as handicapped - TABLED

C. Motion by Weber, second by Hoselton to approve discontinuing the $350 vehicle seizure charge for vehicles impounded by the City. Motion carried 7-0. YES-Norris Hoselton Kinate Weber Hoffman Dameron Schmidgall

D. Motion by Kinate, second by Hoselton to approve a request for City Superintendent Ashburn to attend OSHA Workplace Safety Outreach, April 16th in Bloomington in the amount of $179. Motion carried 7-0. YES-Norris Hoselton Kinate Weber Hoffman Dameron Schmidgall

E. Motion by Dameron, second by Schmidgall to renew ArcGIS software for the next year in the amount of $400. Motion carried 7-0. YES-Norris Hoselton Kinate Weber Hoffman Dameron Schmidgall

F. Motion by Norris, second by Dameron to approve a request from City Clerk Widlacki to attend the Municipal Clerks of Illinois spring seminar in Effingham April 25 & 26, 2019, at a cost of $65 and a 1-night hotel stay of $109. Motion carried 7-0. YES-Norris Hoselton Kinate Weber Hoffman Dameron Schmidgall

G. Consideration of a request from Nancy and Brett to begin a search for a Zoning Board of Appeals attorney – COUNCIL APPROVED THE REQUEST

11. Other Items for Discussion & Information

✓ Discussed purchasing Christmas decorations for downtown

✓ Received a thank-you note from the family of Billy Plahm, Nancy’s brother, for the expression of sympathy on his passing

✓ Chief Travis expressed his displeasure at the Council rescinding the vehicle seizure fee which he feels will cause a burden on taxpayers when it comes time to replace squad cars

12. Public Comment

√ Cherie Boren addressed the council about a drainage issue she is experiencing on her property since her neighbor repaved his parking lot.

√ Dale Maley reported the water pipes in the museum froze in the extreme cold. Also reported the Fairbury Improvement Group recently finished a survey and will be discussing results when the group meets in 2 weeks.

13. Motion by Weber at 7:19 p.m. to enter Executive Session, second by Kinate.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

B. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Weber at 9:00 p.m. to enter Open Session, second by Norris.

14. Adjournment – Motion by Schmidgall, second by Kinate to adjourn @ 9:02 p.m.
