McLean County Justice Committee met July 2.

Here is the minutes provided by the committee:

Chairman Gordon called the meeting to order and declared a quorum.

Chairman Gordon presented the minutes of the June 4, 2019 regular meeting for approval.

Motion by Schafer/Martin to approve the minutes from the June 4, 2019 regular meeting.

Motion Carried.

Chairman Gordon confirmed there were no appearances by members of the public.

Mr. Don Everhart, Circuit Clerk presented his monthly and quarterly reports. Chairman Gordon asked if there were any questions, hearing none he thanked Mr. Everhart.

Ms. Carla Barnes, Public Defender presented her monthly reports. Chairman Gordon asked if there were any questions; hearing none, he thanked Ms. Barnes.

Ms. Molly Evans, Director, Children’s Advocacy Center, presented for action a request to approve an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2019 Combined Annual Appropriation and Budget Ordinance. Ms. Evans indicated this budgeted extra funding received from a grant for equipment.

Motion by Robustelli/Barnett to recommend approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2019 Combined Annual Appropriation and Budget Ordinance

Motion Carried.

Ms. Evans presented for action a request to approve a Memorandum of Understanding between the McLean County Children’s Advocacy Center & CASA program and the Child Protection Network for FY 2019. Ms. Evans indicated this covers funds from the Child Protection Network for the CASA program and Jock the facility dog.

Motion by Martin/Robustelli to recommend approval of a Memorandum of Understanding between the McLean County Children’s Advocacy Center & CASA program and the Child Protection Network for FY 2019.

Motion Carried.

Ms. Evans presented the monthly statistical reports to the Committee. Chairman Gordon asked if there were any questions, hearing none, he thanked her.

Chairman Gordon indicated Mr. Jon Sandage, McLean County Sheriff was not present but his monthly reports were included the packet. Chairman Gordon asked if there were any comments or questions; hearing none, he moved on to the Coroner.

Ms. Kathy Yoder, McLean County Coroner presented for action an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2019 Combined Annual Appropriation and Budget Ordinance for the Coroner. Ms. Yoder indicated this was for encrypted radios and repeaters the coroner would use to communicate with local law enforcement. Ms. Schafer asked her to confirm old radios would not work and going to encrypted radios for privacy. Ms. Yoder confirmed both statements.

Motion by Martin/Schafer to recommend approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal year 2019 Combined Annual Appropriation and Budget Ordinance for the Coroner Motion Carried.

Ms. Yoder presented her monthly report. Chairman Gordon asked if the Committee had any questions for Ms. Yoder, hearing none, he thanked her.

Mr. Don Knapp, State’s Attorney, presented for action a request to approve an Intergovernmental Agreement with the State of Illinois, Illinois Criminal Justice Information Authority for a Victim Assistance Grant. Mr. Knapp confirmed this was a renewal of a grant. Mr. Gordon asked how long we have received this grant. Mr. Knapp indicated at least 5 years.

Motion by Barnett/Robustelli to recommend approval of an Intergovernmental Agreement with the State of Illinois, Illinois Criminal Justice Information Authority for a Victim Assistance Grant.

Motion Carried.

Mr. Knapp presented his reports. Mr. Knapp stated he would bring at a future meeting information regarding impact new cannabis laws would have. He indicated they had been focused on the new fee structure that went into effect July 1st. Chairman Gordon asked if there were any questions for Mr. Knapp; hearing none, he thanked him.

Ms. Cassy Taylor, Court Services presented her monthly reports. Ms. Taylor stated AOIC approved a reorganization plan for her office that will hopefully help with caseloads/workloads for staff and meet new 2019 standards. Ms. Schafer noted the increased numbers in Veterans Court. Ms. Taylor indicated they have the capacity for 40 and hope to reach that by the end of the year. She also stated that the Drug Court received certification by the Illinois Supreme Court and hoped the other two courts would receive the same soon. Chairman Gordon asked if the Committee had any questions for Ms. Taylor; hearing none, he thanked her.

Ms. Rodriguez presented information regarding positions filled under the purview of the Committee. Chairman Gordon asked if there were any questions; hearing none, he moved to payment of the bills.

Chairman Gordon presented the Justice Committee with bills for review and approval as transmitted by the County Auditor with a prepaid total of $463,264.23. He indicated there was a notation of an overage in one line through the Sheriff’s Office. Ms. Rodriguez indicated that was probably due to a grant. She stated it was determined the grant should be put in a separate line to track grant expenses and items have not been transferred to that line item yet.

Motion by Martin/Schafer to approve the Justice Committee bills as transmitted by the County Auditor with a prepaid total of $463,264.23 Motion Carried.

Chairman Gordon asked if there was any other business or communication for the Justice Committee; hearing none, he adjourned at 4:50 p.m.
