City of Fairbury City Council met September 4

Meeting 05

City of Fairbury City Council met Sept. 4.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Gerald Hoffman, and Lynn Dameron. Bruce Weber and Bill Schmidgall were absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Dameron to approve the following items on the Consent Agenda:

A. Minutes from the August 21, , council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. 126 sq ft @ $1.75 per sq ft for a total of $220.50 at 409 W Oak Street; 996 sq ft @$1.75 per sq ft for a total of $1,743 at 300 E Oak Street

F. Overtime Report

Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ Dave Shepherd, 302 W Ash Street, expressed his frustration at what he feels to be the lack of activity performed by City officials to remedy the situation he has been dealing with for the last 6 months.

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger – no report

→ Sewer Superintendent Duncan was absent

→ Water Superintendent Ifft was absent

→ Chief of Police McCormick – no report

→ City Superintendent Ashburn reported

• Shawn Wells asked for permission to use the City street outside his property on East Locust Street to store a limestone delivery for a few days.

• City staff has recently learned that a handful of sales tax allocations have not been coming to the City of Fairbury. They’ve been going to Livingston County.

City Treasurer Diller is working to correct these allocations.

→ City Attorney Mann reported

• He will be meeting with the Zoning Board of Appeals on Monday, September 30th to discuss the new cannabis legalization laws

• Will be reviewing the Fairbury Forrest Police Contract

7. Reports of Aldermen

→ Alderman Norris congratulated Dale Maley on receiving the 2019 Citizen of The Year award

→ Alderman Endres – no report

→ Alderman Hoselton – no report

→ Alderman Kinate – no report

→ Alderman Weber was absent

→ Alderman Hoffman commented about the overtime hours worked by one Officer

→ Alderman Dameron – no report

→ Alderman Schmidgall was absent

9. Old Business – Discussion/Action Items - NONE

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Dameron to approve and accept the 2018-2019 audit from MCK Auditors. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

B. Motion by Endres, second by Norris to approve a request from the Fairbury Area Chamber of Commerce to block Locust Street between 4th & 5th Sts and 5th St from the railroad tracks north to the alley on Saturday, September 21st from 8 a.m. to 5 p.m. for the 3rd Annual Local Taste.. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

C. Consideration of an application for Alcohol Sales & Consumption on City Streets from Gig’s Place on Saturday, September 21st and Sunday, September 22nd – NO MOTION;

APPLICATIONS NOT RECEIVED

D. Motion by Hoselton, second by Kinate to approve the purchase of 2 iPads at $529.99 each and add to City Verizon Wireless account in the amount of $10 monthly charge for each iPad. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

E. Motion by Norris, second by Hoselton to approve a purchase for 2 desktop computers for the Fire Department from bSureIt in the amount of $2,180 per desktop to be paid with Fire Department funds. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

F. Consideration of a quote from Illini Brick Company for materials for the new sign at Veteran’s Memorial Park - TABLED

13. Motion by Kinate, second by Dameron to enter Executive Session at 7:07 p.m. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

PERSONNEL – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

LITIGATION – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Dameron, second by Norris to enter Open Session at 7:20 p.m. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

ACTION FROM EXECUTIVE SESSION: NONE

14. Adjournment – Motion by Dameron, second by Kinate to adjourn @ 7:21 p.m.
