City of Fairbury City Council met Nov. 20.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Lynn Dameron and Bill Schmidgall. Gerald Hoffman was absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Schmidgall to approve the following items on the Consent Agenda:

A. Minutes from the November 6, , council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ Chief of Police Robert McCormick swore-in new Officers, Andrew Mills and Tyler Rafferty

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger reported

• The Fire Department is pump testing tonight

• Rules for manlifts are changing which require testing; Steidinger, Tate Schauble, Lonnie Rhodes and Bill Skala will test December 11th

→ Sewer Superintendent Duncan reported

• A water and sewer committee meeting is required; meeting scheduled for Monday, November 25th at 6 p.m.

→ Water Superintendent Ifft was absent

→ Chief of Police McCormick reported

• He had 7 candidates at the physical agility testing on Saturday, November 16th

→ City Superintendent Ashburn reported

• An insurance committee meeting has been added to the water and sewer committee meeting for Monday, November 25th at 6 p.m.

→ City Attorney Mann reported was absent

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres – no report

→ Alderman Hoselton asked Chief McCormick about a stop sign being placed at Pine and Jackson Streets; Chief McCormick said a stop sign isn’t necessary

→ Alderman Kinate – no report

→ Alderman Weber asked Chief McCormick if the equipment in the Nissan has been removed; Chief McCormick responded affirmatively

→ Alderman Hoffman was absent

→ Alderman Dameron reported the new sign in Veteran’s Memorial Park is mostly complete

→ Alderman Schmidgall – no report

9. Old Business – Discussion/Action Items

A. Consideration of quotes for approval to connect several properties to City sewer system - TABLED

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Dameron to approve pay request #16 in the amount of $2,012,124.69. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

B. Motion by Schmidgall, second by Dameron to approve employee Christmas gifts to be the same as in 2018. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

C. Motion by Weber, second by Norris to approve a bid from bsureIT in the amount of $4,631.96 for the purchase of 2 computers for City Hall and 2 computers for the Police Department. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

D. Motion by Weber, second by Endres to approve a bid to have the carpets in City Hall cleaned by The Restoring Touch in the amount of $756. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

E. Motion by Weber, second by Schmidgall to approve a request from the Fairbury Area Chamber of Commerce to block 2nd thru 4th Streets on Locust Street Saturday, December 7th from 9 a.m. to 12:30 p.m. for the Fairbury Christmas Parade. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

F. Consideration to allow the Mayor and City Superintendent to hire a Utility Billing Clerk – WILL BE ACTED ON AFTER EXECUTIVE SESSION

G. Motion by Dameron, second by Kinate to approve a referendum question, as amended by the Council, regarding cannabis to be placed on the March 17, 2020 ballot. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

11. Other Items for Discussion & Information

12. Public Comment

→ Diane Pawlowski mentioned the new trash can lid at the gazebo is rusting; the clock tower needs to be turned back an hour

13. Motion by Norris, second by Kinate to enter Executive Session at 6:58 p.m. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

PERSONNEL – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Kinate second by Dameron to enter Open Session at 7:33 p.m. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

ACTION FROM EXECUTIVE SESSION:

F. Motion by Weber, second by Norris to allow the Mayor and City Superintendent to hire a Utility Billing Clerk. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

14. Adjournment – Motion by Dameron, second by Kinate to adjourn @ 7:34 p.m.
