City of Le Roy City Council met Dec. 2.

Here is the minutes provided by the Council:

The meeting was called to order at 7:00 PM at Le Roy City Hall, 207 S. East Street by Mayor Dean with council members Dawn Hanafin, Rick Kline, Kyle Merkle, Brad Poindexter, Kelly Lay, Ron Legner, Matt Steffen and Greg Steffen present at roll call.

Staff members present were Chief Willimason, Danny Lush, Perry Mayer, Ed Allen, Treasurer Brad Frankovich, Samantha Walley and Vicki Moreland.

Included on the consent agenda were Regular Meeting Minutes and Economic Development Committee Minutes from November 18, 2019, Invoices from December 2, 2019 in the amount of $12,628.55, and Payroll expenses from November 22, 2019 in the amount of $41,114.88. Motion was made by Greg and seconded by Dawn for approval of the consent agenda. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-abstain, Matt Steffen-yes, Greg Steffen-yes. Motion carried 7 yeas, 0 nays, 1 abstain.

Perry stated that he was impressed with the Moweaqua water plant visit regarding the Engineering work by Chastain. He also stated that they had experienced several issues at the water plant, but they seem to have been resolved. Illinois Department of Labor-OSHA held a random inspection at the water plant and found 17 issues that need resolved, which they were currently working on.

Ordinance No. 19-12-03-70, An ordinance approving proposed change to Title 6, Chapter 2, Section 10 of the City of Le Roy Municipal Code (Golf carts and other non-highway vehicles) was passed on a motion made by Kelly and seconded by Greg. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 8 yeas, 0 nays.

Ordinance No. 19-12-01-10, An Ordinance Abating The Taxes Heretofore Levied For The Year 2019 To Pay Debt Service On $2,865,000 General Obligation Refunding Bonds (Alternate Revenue Source), Series 2016A, and $2,510,000 General Obligation Bonds (Alternate Revenue Source), Series 2016B, of the City of Le Roy, McLean County, Illinois was passed on a motion made by Dawn and seconded by Greg. Roll call: Dawn Hanafin yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 8 yeas, 0 nays.

Motion was made by Kyle and seconded by Kelly for approval of allocation of $500 from City general fund for the purchase of holiday gifts for City employees. Greg recommended that the amount be raised to $700 as was done the previous year. Kyle and Kelly agreed to change their motion to approve $700 from the City general fund for holiday gifts for City employees. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 8 yeas, 0 nays.

After discussion motion was made by Kelly and seconded by Matt for the acceptance of quote from Tyler Technologies for third party utility billing services. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 8 yeas, 0 nays.

Ordinance No. 19-12-02-10, An Ordinance levying property taxes for FY May 1, 2020 through April 30, 2021 was passed on a motion made by Dawn and seconded by Greg. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 8 yeas, 0 nays.

Motion was made by Kyle and seconded by Dawn for acceptance of Agreement for Engineering Design and Construction Services for the City of Le Roy Water Treatment Plant Improvements with Chastain & Associates, LLC. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-abstain, Matt Steffen yes, Greg Steffen-yes. Motion carried 7 yeas, 0 nays, 1 abstain.

In Old and New Business Kelly stated that she had contacted Ameren regarding dead and falling trees around power lines. Ameren would be sending an emergency crew to trim. Kelly also would like to see an ordinance drafted allowing bee keeping.

Mayor Dean stated that the Christmas Parade and Light Up Le Roy went well and commended the Street Department on how good downtown looked with the Christmas décor with a special thanks going to El Allen for his work on the project.

Motion was made by Matt and seconded by Greg to enter executive session at 7:58 PM under section 5 ILCS 120/2(c)(21), which permits a public body to "hold closed meetings to consider.discussion of minutes of meetings lawfully closed under (the Illinois Open Meetings Act).for purposes of.semi-annual review of the minutes as mandated by Section 2.06."

Executive Session held pursuant to 5 ILCS 120/2(c)(6), which permits a public body to "hold closed meetings to consider.the setting of a price for sale or lease of property owned by the public body.”

Motion was made by Rick and seconded by Greg to adjourn the Executive Meeting and return to regular meeting at 8:15 PM.

Motion to adjourn the regular council meeting at 8:16 PM was made by Kyle and seconded by Brad. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 8 yeas, 0 nays.
