City of Fairbury City Council met December 4

City of Fairbury City Council met Dec. 4.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Jon Kinate, Bruce Weber, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Charles Hoselton was absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Schmidgall to approve the following items on the Consent Agenda:

A. Minutes from the November 20, , council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ Deb Moran, ESDA Director, reminded the council about the disaster drill scheduled for Monday, December 9th at the fire station

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger – no report

→ Sewer Superintendent Duncan reported – no report

→ Water Superintendent Ifft was absent

→ Chief of Police McCormick reported

• The Nissan can be disposed of any way the City sees fit

→ City Superintendent Ashburn reported

• The carpets at City Hall and in the Police Department were cleaned Monday

• Scheduled a Streets & Alley committee meeting for Monday, December 16, 2019 @ 6 p.m.

→ City Attorney Mann – no report

7. Reports of Aldermen

→ Alderman Norris acknowledged and thanked the Fairbury Improvement Group for their hard work

→ Alderman Endres – no report

→ Alderman Hoselton was absent

→ Alderman Kinate – no report

→ Alderman Weber – no report

→ Alderman Hoffman – no report

→ Alderman Dameron updated the council about the new sign in Veteran’s Memorial Park

→ Alderman Schmidgall – no report

8. Items Removed from Consent Agenda – NONE

9. Old Business – Discussion/Action Items

A. Motion by Kinate, second by Endres to approve the connection of several properties to City sewer system pending signed agreements from the property owners. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall

10. New Business – Discussion/Action Items

A. Motion by Hoffman, second by Dameron to pay out accrued sick days to qualifying employees. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall

 B. Motion by Hoffman, second by Kinate to set City Hall holiday hours for Christmas Eve and New Year’s Eve as 8:30 a.m. to noon; employees shall use paid time off benefit to receive pay. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall 

C. Consideration to hire recommended applicant for the Utility Billing Clerk position – TO BE ACTED ON AFTER EXECUTIVE SESSION 

D. Motion by Schmidgall, second by Dameron to renew employee health insurance plan with Health Alliance for 2020. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall 

E. Motion by Kinate, second by Dameron to approve Ordinance No. 2019-12 amending Chapter 8 of the Municipal Code Book of the City of Fairbury in relation to Liquor and Tobacco. Motion carried 7-0. Yes-Norris Endres Kinate Weber Hoffman Dameron Schmidgall 

F. Motion by Dameron, second by Schmidgall to approve Ordinance No. 2019-13 providing for and requiring the submission of a question allowing the sale and manufacturing of recreational cannabis inside the city limits of the City of Fairbury. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall

12. Public Comment

→ Becky Webster expressed her displeasure at the City’s request for a deadline of Friday, December 13, 2019

13. Motion by Kinate, second by Dameron to enter Executive Session at 6:55 p.m. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall

PERSONNEL – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Kinate second by Schmidgall to enter Open Session at 7:31 p.m. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall

ACTION FROM EXECUTIVE SESSION: 

10 C. Motion by Schmidgall, second by Hoffman to hire Alex Evelsizer-Tarter as the Utility Billing Clerk. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall

14. Adjournment – Motion by Dameron, second by Norris to adjourn @ 7:34 p.m.
