City of Fairbury City Council met Jan. 22.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Gerald Hoffman, Lynn Dameron and Bill Schmidgall.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Dameron, second by Kinate to approve the following items on the Consent Agenda:

A. Minutes from the January 8, 2020, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ Street Superintendent/Fire Chief Steidinger was absent

→ Sewer Superintendent Duncan reported

• The headworks (the initial process of treating wastewater at the plant) is fully operational

• 7th Street generator is operational

• Overall, progress is being made and some things are coming online

→ Chief of Police McCormick – no report

→ City Superintendent Ashburn – no report

→ City Attorney Mann – no report

A. Motion by Kinate, second by Weber to approve pay request #18 in the amount of $610,260.61. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

B. Motion by Weber, second by Schmidgall to approve adding Chief of Police McCormick and City Superintendent Ashburn as check signers on the Police Restricted Funds account and the Unawarded Seized Funds account at Bank of Pontiac. Motion carried 8- 0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

C. Motion by Kinate, second by Endres to approve the purchase a sewer line inspection camera for the Wastewater Department at a cost of $9,957 from Key Equipment. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

D. Motion by Norris, second by Dameron to approve the purchase of a new diving board for Stafford Community Center Pool at a cost of $4,652.81 from Rec Supply Company. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

13. Motion by Kinate, second by Norris to enter Executive Session at 6:47 p.m. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

PERSONNEL – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee). SALE OR LEASE OF REAL ESTATE – Section 2(c)(6) – Limited to actual setting of price for sale or lease of public property.
