City of Fairbury City Council met February 19

City of Fairbury City Council met Feb. 19.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, and Gerald Hoffman. Lynn Dameron and Bill Schmidgall were absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Hoselton, second by Kinate to approve the following items on the Consent Agenda:

A. Minutes from the February 5, 2020, council meeting B. Voucher Invoice Register listing the bills C. Treasurer’s Cash Report (second meeting of the month) D. Check Register (second meeting of the month) E. NONE F. Overtime Report

Motion carried 6-0. YES-Norris Endres Hoselton Kinate Weber Hoffman

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ NONE

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger was absent 

→ Sewer Superintendent Duncan – no report 

→ Water Superintendent Mellott was absent 

→ Chief of Police McCormick – no report 

→ City Superintendent Ashburn reported

• Even though the application process is lengthy and expensive, when the City issues solicitors’ permits, complaints are still received 

→ City Attorney Mann -no report

7. Reports of Aldermen

→ Alderman Norris reported on a conversation he had with Debbie Kaye’s Salon on E. Locust Street regarding how early the street gets blocked for events that do not begin until noon and how that affect’s her business. She also asked for a handicapped parking sign to be installed in front of her salon. 

→ Alderman Endres – no report 

→ Alderman Hoselton asked who owned the property behind the library 

→ Alderman Kinate – no report 

→ Alderman Weber – no report 

→ Alderman Hoffman scheduled a Finance Committee meeting for Wednesday, February 26th @ 6 p.m. to discuss employee compensation 

→ Alderman Dameron was absent 

→ Alderman Schmidgall was absent

8. Items Removed from Consent Agenda – NONE

9. Old Business – Discussion/Action Items

A. Consideration of quotes to install back-up generator for the City Water Tower - TABLED

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Weber to approve pay request #19 in the amount of $551,794.29. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Weber Hoffman

B. Motion by Endres, second by Hoselton to approve a request from the Fairbury Area Chamber of Commerce to block portions of Locust Street on Saturday, May 2nd for no parking during the annual community sale; block 100-200 block of W Locust Street; block 100 block of E Locust Street; block Third Street north of the railroad tracks to the alley behind Bank of Pontiac. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Weber Hoffman

C. Motion by Kinate, second by Hoselton to approve a request from the Fairbury Area Chamber of Commerce to block Fourth & Locust Street to Fifth & Locust and Fifth Street from the railroad tracks north to the alley behind Steidinger Foods for the 3rd Annual Local Taste on Saturday, September 19th from 8 a.m. to approximately 5 p.m. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Weber Hoffman

D. Motion by Weber, second by Endres to approve a request from the Fairbury Area Chamber of Commerce to block Second thru Fourth Streets on Locust Street from 9 a.m. to approximately 12:30 p.m. on Saturday, December 5th for the Fairbury Christmas Parade. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Weber Hoffman

E. Consideration to enter into Green Initiative Electric Aggregation agreement – FAILED;

LACK OF MOTION

F. Motion by Norris, second by Endres to approve the deconstruction and removal of Wind Turbine by PowerGrid Partners at zero cost to the City. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Weber Hoffman

G. Motion by Weber, second by Kinate to approve an application for Alcohol Sales & Consumption on City Property from Dave’s Supermarket on Friday, May 15, 2020 from 4 p.m. to 7 p.m. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Weber Hoffman

11. Other Items for Discussion & Information

This section includes items received after the required  posting of 48 hours prior to the start of the meeting.

12. Public Comment - NONE

13. Motion by Kinate, second by Hoffman to enter Executive Session at 6:57 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee). 

B. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation.

Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Kinate, second by Hoffman to enter Open Session at 7:09 p.m.

ACTION FROM EXECUTIVE SESSION – NONE

14. Adjournment – Motion by Norris, second by Kinate to adjourn @ 7:10 p.m.
