McLean County Justice Committee met Feb. 4.

Here is the minutes provided by the committee:

The Justice Committee of the McLean County Board met beginning at 4:30 p.m. in Room 400 of the Government Center, 115 E. Washington Street, Bloomington, Illinois.

Members Present: Vice Chairman George Wendt, Members Susan Schafer, Carlo Robustelli, Randall Martin, Jim Soeldner

Members Absent: Chairman George Gordon and Member Lyndsay Bloomfield

Other County Board Members Present

Staff Present: Ms. Camille Rodriguez, County Administrator, Ms. Cassy Taylor, Assistant County Administrator; Ms. Jessica Woods, First Assistant State’s Attorney – Civil Division and Ms. Julie Morlock, Recording Secretary

Department Heads/Elected Officials Present:

Others Present: Vice Chairman Wendt called the meeting to order and declared a quorum. Vice Chairman Wendt presented the minutes of the January 7, 2020 regular meeting for approval.

Motion by Robustelli/Schafer to approve the minutes from the January 7, 2020 regular meeting.

Motion Carried.

Mr. Don Everhart, Circuit Clerk present his monthly and quarterly reports. Vice Chairman Wendt asked if there were any questions, hearing none he thanked Mr. Everhart.

Ms. Carla Barnes, Public Defender presented her caseload report. She thanked them for the contract attorneys which allow her in house attorneys to focus on difficult cases. Mr. Soeldner asked if there was a reason traffic numbers are down. Ms. Barnes indicated she did not have a specific reason the numbers were down but noted attorneys are still very busy with over 400 cases each. Mr. Soeldner asked about plea numbers. Ms. Barnes indicated it depends on the situation as to whether a plea is offered. Vice Chairman Wendt asked if there were any further questions; hearing none, he thanked her.

Ms. Evans presented her monthly statistical reports to the Committee. Vice Chairman Wendt asked if there were any questions, hearing none, he thanked her.

Mr. Jon Sandage, McLean County Sheriff presented for action a request to approve an Interlocal Agreement between the City of Bloomington, IL and County of McLean – 2019 Byrne Justice Assistance Grant (JAG) Program Award. Ms. Schafer asked if this is a renewal. Mr. Sandage indicated the County does not get anything from this, but we have to sign off on it.

Motion by Martin/Soeldner to recommend approval of an Interlocal Agreement between the City of Bloomington, IL and County of McLean – 2019 Byrne Justice Assistance Grant (JAG) Program Award

Motion Carried.

Mr. Sandage, presented for action a request to approve an Addendum to the Idemia Identity & Security USA LLC System Maintenance Agreement.

Motion by Robustelli/Schafer to recommend approval of an Addendum to the Idemia Identity & Security USA LLC System Maintenance Agreement.

Motion Carried.

Mr. Sandage presented his monthly reports. Vice Chairman Wendt asked if there were any further questions on the reports; hearing none, he thanked him.

Ms. Kathy Yoder, McLean County Coroner presented her monthly reports. Mr. Soeldner asked if their office was assisting with Sangamon County’s Autopsies. Ms. Yoder indicated they are doing their autopsies right now. Ms. Rodriguez stated she had also reached out to the Sangamon County Administrator and offered our assistance. Vice Chairman Wendt asked if the Committee had any further comments or questions, hearing none, he thanked her.

Mr. Brad Rigdon, First Assistant State’s Attorney, presented the State’s Attorney reports. Vice Chairman Wendt asked if there were any other questions; hearing none, he thanked him.

Mr. Donovan presented his monthly reports. Vice Chairman Wendt asked if the Committee had any questions for Mr. Donovan; hearing none, he thanked him.

Ms. Camille Rodriguez, County Administrator provided her report on recent positions filled. Vice Chairman Wendt asked if there were any questions, hearing none he thanked her.

Under other Business Mr. Soeldner acknowledged the passing of former State’s Attorney and Judge Ron Dozier and expressed sympathy to his wife.

Chairman Gordon presented bills for review and approval as transmitted by the County Auditor with a Prepaid and Fund Total of $641,791.25.

Motion by Schafer/Soeldner to approve the Justice Committee bills as transmitted by the County Auditor with a prepaid and fund total of $641,791.25.

Motion Carried.

Chairman Gordon asked if there was any other business or communication for the Justice Committee; hearing none, he adjourned at 4:41 p.m.
