City of Fairbury City Council met March 4.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Gerald Hoffman and Bill Schmidgall. Bruce Weber arrived at 6:34 p.m. Jon Kinate and Lynn Dameron were absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Schmidgall, second by Hoselton to approve the following items on the Consent Agenda:

A. Minutes from the February 19, 2020, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0. YES-Norris Endres Hoselton Weber Hoffman Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ Jeremy Stoller and the Young Visionaries appeared before the City Council and pitched their idea and plan to create a skate park

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger reported

• The truck is back and put together

• April 18th is a county-wide electronics recycling day at the Street Department, 107 S Jackson Street, from 9 a.m. to 1 p.m.

• Would like to eliminate Wednesday recycling day

→ Sewer Superintendent Duncan was absent

→ Water Superintendent Mellott was absent

→ Chief of Police McCormick – no report

→ City Superintendent Ashburn – no report

→ City Attorney Mann was absent

7. Reports of Aldermen

→ Alderman Norris reported on the condition of the railroad tracks at the 3rd Street crossing

→ Alderman Endres – no report

→ Alderman Hoselton – no report

→ Alderman Kinate was absent

→ Alderman Weber – no report

→ Alderman Hoffman – no report

→ Alderman Dameron was absent

→ Alderman Schmidgall – no report

9. Old Business – Discussion/Action Items

A. Consideration of quotes to install back-up generator for the City Water Tower - TABLED

10. New Business – Discussion/Action Items

A. Motion by Weber, second by Norris to approve a request from Angie Taylor to host the 3rd Annual High Octane Show & Shine on Saturday, May 30th beginning at 11 a.m.

Motion carried 6-0. YES-Norris Endres Hoselton Weber Hoffman Schmidgall

B. Motion by Weber, second by Hoffman to approve a quote from Ken’s Oil Service to install a bulk DEF tank and pump at a cost of $722.29. Motion carried 6-0. YES-Norris Endres Hoselton Weber Hoffman Schmidgall

C. Consideration of a recommendation from the Planning Commission to allow modular and manufactured homes in an R2 district with restrictions of a permanent foundation, a minimum roof pitch of 4/12, a minimum of 750 sq ft and 20 ft minimum width -

E. FYI - SELCAS annual report - SHARED

13. Motion by Norris, second by Hoffman to enter Executive Session at 7:17 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

B. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Norris, second by Hoffman to enter Open Session at 8:52 p.m.

14. Adjournment – Motion by Schmidgall, second by Norris to adjourn @ 8:52 p.m.
