City of Fairbury City Council met March 18.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Gerald Hoffman and Bill Schmidgall. Bruce Weber and Lynn Dameron were absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Hoselton, second by Schmidgall to approve the following items on the Consent Agenda:

A. Minutes from the March 4, 2020, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ Diane Pawlowski read a prepared statement explaining her opposition to allowing another liquor license in the City of Fairbury

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger reported

• He took the truck to Peoria to have the box put on

→ Sewer Superintendent Duncan was absent

→ Water Superintendent Mellott – no report

→ Chief of Police McCormick reported

• Both academies the new recruits were attending have been closed due to COVID-19; Bellevue Academy will continue with online classes however, Decatur Academy will not

→ City Superintendent Ashburn reported

• He encouraged the Council to consider locking the doors at City Hall until COVID-19 is over

→ City Attorney Mann was absent

7. Reports of Aldermen

→ Alderman Norris asked Chief McCormick what Police Officers are doing with drivers’ expired license plate stickers now that the Department of Motor Vehicles is closed

→ Alderman Endres – no report

→ Alderman Hoselton – no report

→ Alderman Kinate asked what, if anything, is being done about the railroad tracks, especially the Third Street crossing

→ Alderman Weber was absent

→ Alderman Hoffman – no report

→ Alderman Dameron was absent

→ Alderman Schmidgall – no report

8. Items Removed from Consent Agenda – NONE

9. Old Business – Discussion/Action Items

A. Consideration of quotes to install back-up generator for the City Water Tower –

ANOTHER OPTION IS BEING PURSUED; ITEM REMOVED FROM AGENDA

B. Consideration of a recommendation from the Planning Commission to allow modular and manufactured homes in an R2 district with restrictions of a permanent foundation, a minimum roof pitch of 4/12, a minimum of 750 sq ft and a 20 ft minimum width –

FAILED DUE TO LACK OF MOTION

C. Motion by Kinate, second by Endres to approve the 2020 Employee Evaluations compensation at last year’s increases. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Schmidgall

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Norris to approve pay request #20 in the amount of $391,218.24. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Schmidgall

B. Consideration to amend Chapter 8, Liquor, to increase the allowable number of liquor licenses – FAILED DUE TO LACK OF MOTION

C. Consideration of a liquor license application from Family Dollar at 110 W Oak Street – FAILED DUE TO LACK OF MOTION

D. Motion by Schmidgall, second by Norris to approve a donation request in the amount of $750 to Show Bus Public Transportation. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Schmidgall

E. Motion by Kinate, second by Hoselton to approve a recommendation from the Planning Commission to rezone 2 properties on W Pine Street from residential to commercial.

Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Schmidgall

F. Motion by Kinate, second by Schmidgall to approve a quote in the amount of $33,000 from Layne Christensen Company to rehab Well #7. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Schmidgall

11. Other Items for Discussion & Information

NONE

12. Public Comment –

• Diane Pawlowski thanked the Council for the action taken regarding the liquor license application

13. Motion by Kinate, second by Norris to enter Executive Session at 7:03 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Schmidgall, second by Kinate to enter Open Session at 7:27 p.m.

ACTION FROM EXECUTIVE SESSION – NONE

14. Adjournment – Motion by Kinate, second by Norris to adjourn @ 7:27 p.m.
