City of Fairbury City Council met April 15.

1. Call to order – Mayor Slagel called the meeting to order.
2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Gerald Hoffman, Lynn Dameron. Bill Schmidgall arrived at 6:34 p.m. Bruce Weber arrived at 6:36 p.m. Jon Kinate arrived at 6:48 p.m.

4. Motion to approve the Consent Agenda – Motion by Schmidgall, second by Norris to approve the following items on the Consent Agenda:
A. Minutes from the March 18, 2020, council meeting
B. Voucher Invoice Register listing the bills
C. Treasurer’s Cash Report (second meeting of the month)

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ Street Superintendent/Fire Chief Steidinger was absent
→ Sewer Superintendent Duncan was absent
→ Water Superintendent Mellott was absent
→ Chief of Police McCormick reported
• Both recruits are doing online classes to continue their academy work during the COVID-19 shutdown
• The community is doing well with social distancing and staying at home during the COVID-19 pandemic
→ City Superintendent Ashburn reported
• City Hall is staffed all day with 2 employees covering the morning and 2 employees covering the afternoon
• The City is not permitted to disconnect water service due to non-payment during the COVID-19 pandemic
• Many utility companies are waiving late fees and wondered if the City wanted to waive ours; council agreed to waive late fees this month

→ Alderman Norris asked Chief McCormick what would constitute police involvement for the stay-at-home order. Chief McCormick said it would be a social gathering greater than 10 people; citations would be issued for reckless conduct
