City of Fairbury City Council met May 20.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Gerald Hoffman, Lynn Dameron and Bill Schmidgall.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Dameron to approve the following items on the Consent Agenda:

A. Minutes from the April 15h and April 27th, 2020, council meetings

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. Sidewalk/Off-Street Parking requests as suggested by the Street Superintendent

F. Overtime Report

Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ Street Superintendent/Fire Chief Steidinger – no report

→ Sewer Superintendent Duncan reported was absent

→ Water Superintendent Mellott was absent

→ Chief of Police McCormick – no report

→ City Superintendent Ashburn – no report

→ City Attorney Mann – no report

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres reported he and Alderman Dameron have a meeting with a constituent regarding drainage

→ Alderman Hoselton – no report

→ Alderman Kinate – no report

→ Alderman Weber – no report

→ Alderman Hoffman received a call from a property owner at 3rd & Chestnut regarding a hole in the city easement

→ Alderman Dameron – no report

→ Alderman Schmidgall – no report

10. New Business – Discussion/Action Items

A. Motion by Schmidgall, second by Hoffman to approve the Bank of Pontiac, Busey Bank,

Morton Community Bank, First State Bank of Forrest and The Illinois Funds as the financial institutions for the City of Fairbury and to approve Dale Diller, Nancy Widlacki, Alexandria Voorheis and Brett Ashburn as check signers. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

B. Motion by Endres, second by Norris to approve Bank of Pontiac as the financial institution for the City of Fairbury Police Department restricted funds and unawarded seized funds accounts and to approve Randall Vedder, Dale Diller, Robert McCormick and Brett Ashburn as check signers. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

C. Motion by Kinate, second by Dameron to allow bills to be paid during the year to the Postmaster for postage, Dominy Library for memorials, Livingston County Circuit Clerk for recordings, and health care payments specifically: health, dental, eye and thirdparty payer, along with Workman’s Comp, Commercial, and Professional Insurances.

Also, gas credit card bills to avoid late charges if the bill arrives in between payment cycles/board meetings. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber

D. Consideration of a request from City Clerk Nancy Widlacki to increase the solicitor’s vest deposit amount - TABLED

E. Motion by Kinate, second by Dameron to approve pay request #22 in the amount of $1,340,490.26. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

F. Motion by Weber, second by Hoffman to approve a Small equipment loan from Morton Community Bank for fire department mandated equipment replacement in the amount of $175,000. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman

G. Motion by Weber, second by Norris to approve a quote from Sidner Environmental Services in the amount of $6,850.28 to bring the Water Plant Chlorine Room up to IEPA standards. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman

• Alderman Schmidgall asked if the pool would be able to open this summer

• Billy Mashburn, 711 E Maple Street, inquired about the sewer project and drainage

• Alderman Kinate asked about the new Street Department truck and the vicious dogs

14. Adjournment - Motion by Kinate, second by Weber to adjourn at 7:07 p.m.
