Village of Cullom Village Board met April 28.

Here is the minutes provided by the board:

Mayor Hahn called the Regular Meeting of the Cullom Village Board to order at 7:00 p.m. at the Cullom Community Building Small Room. The change of venue was due to the Governor's call to distance individuals to a six foot minimum due to the COVID-19 Virus Pandemic.

Members Present: Hahn, Flessner, Mills, Wallrich, Whitman and Rock (in person) J. Meister and K. Meister and Krause (Remotely)

Also Present: Lovell and Attorney Gabor

Pledge of Allegiance to the Flag: All present took part in the Pledge Allegiance to the Flag

Minutes: Motion to accept the minutes by consent agenda with one correction (add Rock to the members present list) for the March regular meeting was made by Mills/Wallrich. M/C.

Public: None

Maintenance Report:

Replaced well #3 pipe above the pump motor

• Water meter inspection of service lines and meter installation in building and homes that are vacant has begun

• Village pot holes have been filled

• Village Consumer Confidence Report has been completed and submitted to the EPA

• The first shipment of water meters have arrived

• "Slow Children" signs have been placed near the corner of Locust and West Hack St

Surveying was completed on the Maple Street and Road and Drainage Improvement Project

Attorney Report:

Reported that the courts are currently closed so that all litigations are on hold

• Advised that the village park could remain open during the pandemic

Advised that the city sidewalk in front of a building on Main St that is in disrepair could be blocked off to protect the public

Clerk Report: Whitman/Krause made the motion to pay village bills totaling $60,769.08. All voted in favor M/C.

Treasurer Report: Motion made by Rock/Wallrich to accept the Monthly report. All voted in favor and M/C.

Old Business:

Phase 1 of Water Metering - Wallrich/Rock made the motion to accept Ordinance 2020-B. All voted in favor and M/C Recommendations for a village ordinance concerning the keeping of chickens on village property was given to Attorney Gabor

• MET Maple Street Project surveying has started

New Business

• Motion made by Krause/Wallrich authorizing the Mayor to sign the loan application forms and supporting documents on behalf of the village. All voted in favor and M/C Rock/Whitman made the motion to accept ordinance #2020-C, authorizing the village to borrow funds to complete the project. All voted in favor and M/C Mills/Whitman made the motion to approve Piggush Engineering Inc. Design and Construction Engineering Agreement. All voted in favor and M/C Wallrich/Krause made the motion to approve amendments to our existing approved agreements for Loan Application Assistance and Water Rate Analysis to include the necessary EPA verbiage to allow for those costs to be loan eligible costs and thereby allowing the Village to recoup those funds as loan eligible project expenses. All voted in favor and M/C

• A No Referendum Certificate was prepared and given to the Village Clerk by Attorney Gabor Rock/Whitman made the motion to approve the 2020-21 meeting schedule After discussion, the board voted to deny a village resident from putting a garden on an empty village lot Any Other Business

• The drawing for the $50 gift certificate from those returning the Cross Connection Survey was held. Winner was Larry Stalter

Meeting adjourned at 7:55 pm
