City of Fairbury City Council met Aug. 18.
Here is the minutes provided by the council:
1. Call to order – Mayor Slagel called the meeting to order.
2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Jon Kinate and Bruce Weber were absent.

4. Motion to approve the Consent Agenda – Motion by Schmidgall, second by Dameron to approve the following items on the Consent Agenda:
A. Minutes from the August 5, 2020, council meeting
B. Voucher Invoice Register listing the bills
C. Treasurer’s Cash Report (second meeting of the month)
D. Check Register (second meeting of the month)
E. NONE
F. Overtime Report

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ Street Superintendent/Fire Chief was absent
→ Sewer Superintendent Duncan was absent

→ Chief of Police McCormick reported
• The new hires are in field training and will be moving into the shadow phase
• Applicant testing is this Saturday, August 22nd at the high school
• Has a community service worker that will be making equipment boxes for the backs of patrol cars
→ City Superintendent Ashburn reported
• The wind turbine has been removed
→ City Attorney Mann – no report

→ Alderman Norris – no report
→ Alderman Endres commented again about the vandalism at Marsh Park
→ Alderman Hoselton – no report

→ Alderman Dameron reported the Eagle Scout Troop would like to put together a time capsule to bury on City property

A. Motion by Hoselton, second by Endres to approve pay request #25 in the amount of $557,565.00. Motion carried 6-0. YES-Norris Endres Hoselton Hoffman Dameron Schmidgall
B. Motion by Dameron, second by Norris to approve a Memorandum of Understanding between the City of Fairbury and iCOPS relating to longevity pay for police officers. Motion carried 6-0. YES-Norris Endres Hoselton Hoffman Dameron Schmidgall

• Mayor Slagel shared a photo of the park bench being donated to the City by Charlie Brown’s family in his memory
• Mayor Slagel shared an application for Alcohol Sales & Consumption On City Property and a handwritten letter from Gig’s Place that was received the day before the regularly scheduled council meeting. Alderman Dameron made a motion to approve the application and was seconded by Alderman Hoselton. Mayor Slagel instructed the Clerk to take roll call. Motion carried 6-0. YES-Norris Endres Hoselton Hoffman Dameron Schmidgall.
12. Public Comment
➢ Diane Pawlowski asked if the Alcohol Sales & Consumption On City Property application was an agenda item
➢ Wayne Varner asked if it would make more sense for a liquor establishment to make application for alcohol on city property well in advance of their event
13. Motion by Dameron, second by Schmidgall to enter Executive Session at 6:44 p.m.
A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).
B. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.
Motion by Schmidgall, second by Norris to enter Open Session at 8:05 p.m.
