City of Fairbury City Council Met July 1

City of Fairbury City Council met July 1.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Gerald Hoffman, Lynn Dameron and Bill Schmidgall.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Dameron, second by Schmidgall to approve the following items on the Consent Agenda:

A. Minutes from the June 17, 2020, council meeting 

B. Voucher Invoice Register listing the bills 

C. Treasurer’s Cash Report (second meeting of the month) 

D. Check Register (second meeting of the month) 

E. NONE 

F. Overtime Report

Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments: 

➢ Jim and Jeanne Munz presented Brian J Munz Scholarships to 7 recipients including Kylie Bazzell, Mitchell Bazzell, April Barnes, Rebecca Steffen, Milan Leman, Paul Leman, and Loretta Knapp 

➢ Kathy Arbogast, a small business owner in the City of Fairbury, asked about the possibility of opening the pool to business owners and their families

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger – no report 

→ Sewer Superintendent Duncan was absent 

→ Water Superintendent Mellott was absent 

→ Chief of Police McCormick reported

• The recruits are back in their academies and are expected to graduate on July 11th and July 17th

• Thanked the community for their many displays of support received by his department and Officers 

→ City Superintendent Ashburn reported

• Late fees and disconnections will resume next month 

→ City Attorney Mann – no report

7. Reports of Aldermen

→ Alderman Norris thanked City Superintendent Ashburn, Pool Manager Widlacki and Street Superintendent Steidinger and his crew for their hard work in getting the pool open 

→ Alderman Endres commented on the success of the electronics recycling event 

→ Alderman Hoselton – no report 

→ Alderman Kinate – no report

→ Alderman Weber – no report 

→ Alderman Hoffman reported on a conversation with the auditors; things are moving along with many thanks to City Treasurer Dale Diller for the job he is doing 

→ Alderman Dameron – no report 

→ Alderman Schmidgall said Jackson Street looks much better

9. Old Business – Discussion/Action Items - NONE

10. New Business – Discussion/Action Items

A. Motion by Dameron, second by Kinate to approve Ordinance No. 2020-5 Amending

Zoning Classification of Certain Described Real Estate Within the City of Fairbury, namely W. Pine Street. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

B. Consideration of the 2020-2021 appropriation; the Appropriation Hearing is scheduled for July 15, 2020, prior to the evening’s Council meeting when the Appropriation Ordinance will be considered for action - SHARED

C. Consideration of an estimate to replace inner doors at the Stafford Community Center - TABLED

11. Other Items for Discussion & Information

The council discussed the attendance numbers at the pool for the last 5 days since opening and decided to open to the general public.

12. Public Comment - NONE

13. Motion by Kinate, second by Hoselton to enter Executive Session at 7:08 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee). 

B. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation.

Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Kinate, second by Dameron to enter Open Session at 7:37 p.m.

Action from Executive Session: NONE

14. Adjournment - Motion by Schmidgall, second by Norris to adjourn at 7:38 p.m.
