City of Fairbury City Council Met August 5

City of Fairbury City Council met Aug. 5.

Here is the agenda provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Lynn Dameron and Bill Schmidgall. Gerald Hoffman was absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Dameron to approve the following items on the Consent Agenda:

A. Minutes from the July 15, 2020, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

 Chief of Police Robert McCormick swore in Police Officers Gary Lisewski and Alex Ruiz

 Wayne Varner complimented the City employees on great work done during the pandemic and after the recent storms. He’s thanks the workers.

 Wayne Varner commented on vandalism at Marsh Park. His opinion is that the vandalizers should be banned from the park.

6. Reports of Departments

→ Street Superintendent/Fire Chief – no report

→ Sewer Superintendent Duncan – no report

→ Water Superintendent Mellott – no report

→ Chief of Police McCormick – no report

→ City Superintendent Ashburn reported

• The Illinois Department of Public Health inspected the pool this afternoon; pool passed inspection.

→ City Attorney Mann was absent

7. Reports of Aldermen

→ Alderman Norris echoed Wayne Varner’s comments; asked Pool Manager Nancy Widlacki if she had anything to add to Superintendent Ashburn’s report on the pool. Nancy commented that this swimming season has been very successful despite the challenges and that the pool will be closing Saturday, August 15th.

→ Alderman Endres made some comments about the vandalism at Marsh Park.

→ Alderman Hoselton received a complaint about the train idling on First Street all night.

→ Alderman Kinate – no report

→ Alderman Weber – no report

→ Alderman Hoffman – was absent

→ Alderman Dameron – no report

→ Alderman Schmidgall – no report

A. Consideration to approve an amended Ordinance Fixing The Compensation Of Certain Employees Of The City Of Fairbury – TO BE ACTED ON AFTER EXECUTIVE SESSION

B. Consideration to approve addendums to employment contracts for City Superintendent Brett Ashburn and Chief of Police Robert McCormick – TO BE ACTED ON AFTER EXECUTIVE SESSION

C. Motion by Kinate, second by Hoselton to approve a contract renewal with Metro-Ag Inc. for lime sludge removal and land application. Motion carried 7-0. Norris Endres Hoselton Kinate Weber Dameron Schmidgall

D. Consideration of the purchase of speed awareness/monitoring devices – FAILED FOR LACK OF MOTION

E. Motion by Schmidgall, second by Dameron to approve Ordinance No. 2020-8 Amending Parts of Chapter 5 of the Municipal Code of the City of Fairbury in Relation to Water Rates and Charges. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

F. Motion by Hoselton, second by Kinate to approve Ordinance No. 2020-9 Amending Parts of Chapter 5A of the Municipal code of the City of Fairbury in Relation to Sewer Rates and Charges. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

G. Motion by Weber, second by Schmidgall to approve the purchase of a Suspended Solids Probe for the Wastewater Department in the amount of $2,998 from GAI. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

H. Motion by Endres, second by Dameron to approve a request from Alma Brown and family to place a park bench in Marsh Park in memory of their brother, Chuck Brown. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

13. Motion by Dameron, second by Kinate to enter Executive Session at 7:14 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Kinate, second by Hoselton to enter Open Session at 7:19 p.m.
