City of Fairbury City Council Met September 2

City of Fairbury City Council met Sept. 2.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Jon Kinate, Bruce Weber, Gerald Hoffman, and Lynn Dameron. Charles Hoselton and Bill Schmidgall were absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Dameron, second by Norris to approve the following items on the Consent Agenda:

A. Minutes from the August 18, 2020, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. $434 at 207 E Oak Street

F. Overtime Report

Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Street Superintendent/Fire Chief was absent

→ Sewer Superintendent Duncan – no report

→ Water Superintendent Mellott – no report

→ Chief of Police McCormick reported

• Held power testing last Saturday and hired two officers; one is lateral and the other will go to the Academy on September 13th

• He also has been in touch with the Master Sgt for seized vehicles and will be working closely with him

→ City Superintendent Ashburn reported

• The auditors will be at the next meeting; scheduled a Finance Committee Meeting at 6 p.m. on September 16th to review the audit

→ City Attorney Mann was absent

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres received a request for a stop sign to be installed on Calhoun Street

→ Alderman Hoselton was absent

→ Alderman Kinate received a comment about Sewer Superintendent Brad Duncan’s report at the Rotary meeting this week; said Superintendent Duncan did a great job

→ Alderman Weber commented the Street Department did a nice job cutting trees

→ Alderman Hoffman – no report

→ Alderman Dameron – no report

→ Alderman Schmidgall was absent

10. New Business – Discussion/Action Items

A. Motion by Norris, second by Kinate to approve Ordinance No. 2020-10 annexing 518 S. Clay Street to the City of Fairbury. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

B. Motion by Kinate, second by Hoffman to approve Ordinance No. 2020-11 annexing 8196 N 2000 East Road to the City of Fairbury. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

Attorney Mann arrived at 6:37 p.m.

C. Motion by Dameron, second by Hoffman to approve Ordinance No. 2020-12 amending Chapter 5 in relation to curb stops. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

D. Motion by Kinate, second by Endres to approve Ordinance No. 2020-13 amending Chapter 6 in relation to garbage collection service charges. Motion carried 6-0. YESNorris Endres Kinate Weber Hoffman Dameron

E. Motion by Dameron, second by Endres to approve an application for Alcohol Sales & Consumption on City Property from Gig’s Place, 220 E Locust Street, on Saturday, September 26, 2020, at 5 p.m. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

11. Other Items for Discussion & Information

• Mayor Slagel shared that he approved the use of Sunken Park on Sunday, September 13th from 3 to 7 p.m. for a praise band concert

12. Public Comment

13. Motion by Kinate, second by Dameron to enter Executive Session at 6:49 p.m.

A. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Kinate, second by Dameron to enter Open Session at 7:12 p.m.

14. Adjournment - Motion by Weber, second by Hoffman to adjourn at 7:12 p.m.
