City of Fairbury City Council Met October 7

City of Fairbury City Council met Oct. 7.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Gerald Hoffman, and Lynn Dameron. Bill Schmidgall was absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Hoselton to approve the following items on the Consent Agenda:

A. Minutes from the September 16, 2020, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron

5. Mayor Slagel opened Public Comment and the following persons provided comments:

 NONE

6. Reports of Departments

→ Street Superintendent/Fire Chief reported

• He would like the Street Department to pick up the picnic tables the City distributed earlier this summer to restaurants/bars for outdoor seating

→ Sewer Superintendent Duncan reported

• Some processing equipment has been started

• The plant should be up and running by early December

→ Water Superintendent Mellott was absent

→ Chief of Police McCormick reported

• 5 vehicles have gone to the auction

• The Police Department has titles to 5 vehicles that may be able to be sold

• Marge Hedrick made a quilt of all the former Chiefs of Police and offered it to be displayed at City Hall

→ City Superintendent Ashburn reported

• The City of Fairbury has been allocated $150,000 through the CURES Act for reimbursement of expenses incurred due to COVID-19

→ City Attorney Mann – no report

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres reported on more vandalism at Marsh Park

→ Alderman Hoselton – no report

→ Alderman Kinate asked about the 40 million gallons of lost water

→ Alderman Weber – no report

→ Alderman Hoffman – no report

→ Alderman Dameron – no report

→ Alderman Schmidgall was absent

10. New Business – Discussion/Action Items

A. Motion by Hoselton, second by Hoffman to approve a quote received for sewer replacements in the amount of $25,000 from Kafer Tiling. Motion carried 7-0. YES Norris Endres Hoselton Kinate Weber Hoffman Dameron

B. Motion by Dameron, second by Weber to approve an estimate received from Lonewolf Concrete in the amount of $39,640 to redo the sidewalk outside Walton Centre. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron

C. Motion by Endres, second by Kinate to approve an invoice payable to the Illinois Municipal League Risk Management Association in the amount of $91,251.81 for insurance coverage for the City of Fairbury. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron 

11. Other Items for Discussion & Information

A. 2019-2020 Fiscal Year reports were provided to the Council

B. Street Superintendent Steidinger said the bank around the lake in Timber Ridge needs to be repaired after last spring’s storms and wondered if the costs belonged to the City or the homeowners’ association in Timber Ridge
