City of Fairbury City Council Met November 4

City of Fairbury City Council met Nov. 4.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Bruce Weber was absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Hoselton, second by Schmidgall to approve the following items on the Consent Agenda:

A. Minutes from the October 21, 2020, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. 70 sq ft @ $1.75 per square foot = $122.50 at 307 E Walnut Street

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Chief – no report

→ Sewer – Brad Duncan, Superintendent was absent

→ Water – Mike Mellott, Superintendent was absent

→ Police – Robert McCormick, Chief reported

• The Council may want to start thinking about a squad car purchase

• Mayor Slagel asked Chief McCormick about his need for ammunition

→ City – Brett Ashburn, Superintendent reported

• He and Nancy have been researching mobile apps for the City which would be paid for with CURES money

→ Legal – Steven Mann, City Attorney – no report

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres – no report

→ Alderman Hoselton reported the North Park parking lot needs to be repaired

→ Alderman Kinate – no report

→ Alderman Weber was absent

→ Alderman Hoffman – no report

→ Alderman Dameron – no report

→ Alderman Schmidgall – no report

A. Consideration to amend Ch 8 in relation to the number of liquor licenses - TABLED

B. Consideration of a recommendation from the Tobacco & Alcohol Committee to issue a liquor license to Kathryne Houser DBA: Kids Kats & K9s, a new business at 125 W Locust Street - TABLED

C. Motion by Kinate, second by Norris to solicit bids to resurface the pickle ball courts to be paid for by a donation through Prairie Lands Foundation. Motion carried 7-0. YES Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

D. Motion by Hoselton, second by Kinate to approve the 2021 City of Fairbury meeting calendar. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

E. Motion by Dameron, second by Endres to approve Ordinance No. 2020-14 amending Chapter 14, Animals, in relation to bees. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

F. Motion by Schmidgall, second by Kinate to approve Resolution No. 2020-11-4 Adopting the Livingston County Multi-Jurisdictional All Hazards Mitigation Plan. Motion carried 7- 0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall
