City of Fairbury City Council Met October 21

City of Fairbury City Council met Oct. 21.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Jon Kinate, Bruce Weber, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Charles Hoselton was absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Dameron to approve the following items on the Consent Agenda:

A. Minutes from the October 7, 2020, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

 NONE

6. Reports of Departments

→ Street Superintendent/Fire Chief was absent

Sewer Superintendent Brad Duncan – no report

→ Water Superintendent Mellott was absent

→ Chief of Police McCormick reported

• Some of the seized vehicles have been taken to auction and some are being sold by the City through the bid process; 2 are being donated to the Fire Department for training. 

→ City Superintendent Ashburn – no report

→ City Attorney Mann – no report

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres reported the donated bench from Charlie Brown’s family has been installed

→ Alderman Hoselton was absent

→ Alderman Kinate praised Martin and crew on a job well done in Timber Ridge on the embankment

→ Alderman Weber – no report

→ Alderman Hoffman – no report

→ Alderman Dameron – no report

→ Alderman Schmidgall – no report

8. Items Removed from Consent Agenda – NONE

9. Old Business – Discussion/Action Items - NONE

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Schmidgall to approve pay request #27 in the amount of $409,381.91. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall

B. Motion by Schmidgall, second by Dameron to approve a 7-year tax abatement for Technical Metals Inc., after meeting all requirements of the Livingston County Property Tax Abatement Plan. Motion carried 6-0. YES-Norris Endres Kinate Weber Dameron Schmidgall. As the owner of Technical Metals Inc., Alderman Hoffman removed himself from council chambers during the voice vote

C. Motion by Dameron, second by Hoffman to hire Bruce Pride for the Sewer Plant. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall

11. Other Items for Discussion & Information

A. The annual ESDA Disaster Drill held in November will not take place this year due to COVID-19.
