City of Fairbury City Council met Dec. 2.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Lynn Dameron and Bill Schmidgall. Gerald Hoffman was absent.

3. NONE

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Schmidgall to approve the following items on the Consent Agenda:

A. Minutes from the November 18, 2020, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

• The Spotted Owl will be receiving the balance of the Downstate Stabilization Grant Funds soon

A. Motion by Schmidgall, second by Kinate to approve Farnsworth Group’s Amendment to Owner-Engineer Agreement in the amount of $150,000 for the Long-Term Control Plan project. Motion carried 5-3. YES-Norris Endres Kinate Dameron Schmidgall NOHoselton Weber Hoffman

B. Review of holiday bonus for employees - SHARED

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Dameron to pay out accrued sick days to qualifying employees in the amount of $3,552. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

B. Motion by Kinate, second by Endres to close City Hall at noon on Christmas Eve and New Year’s Eve. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

C. Motion by Endres, second by Dameron to approve employee Health Insurance for 2021. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Dameron Schmidgall Alderman Hoselton stepped out of the room and wasn’t available to vote

D. Motion by Weber, second by Endres to approve the following proposals to install a new master meter at the Water Plant; G.A. Rich & Sons in the amount of $9,719, Gasvoda & Associates in the amount of $13,055 and J.R. Electric in the amount of $3,450 for a combined total of $26,224. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall
