City of Fairbury City Council Met April 7.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Gerald Hoffman, Lynn Dameron and Bill Schmidgall.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Hoselton to approve the following items on the Consent Agenda:

A. Minutes from the March 17, 2021, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. None

F. Overtime Report

Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

⮚ Thanked the Fairbury Police Department for keeping the public informed via postings on Facebook

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Chief reported

• The Street Department will be tearing up the Walton Centre sidewalk by the end of April

• The next county wide electronics recycling event is Saturday, June 12th beginning at 9 a.m. in the old K-Mart Plaza parking lot

→ Sewer – Brad Duncan, Superintendent was absent

→ Water – Mike Mellott, Superintendent was absent

→ Police – Robert McCormick, Chief reported

• The new squad has been delivered to K&S for dealer prep

• Reminded the council of the administrative fee which resulted in scheduling a Police & Fire Committee meeting for Monday, May 3rd @ 6 p.m.; a Finance Committee and Streets & Alleys Committee meeting was scheduled for Monday, April 19th @ 6 p.m.

→ City – Brett Ashburn, Superintendent – no report

→ Legal – Steven Mann, City Attorney – no report

7. Reports of Aldermen

→ Alderman Norris stated he thought the City of Pontiac disc golf course is very nice

→ Alderman Endres reported boys and girls in Marsh Park at 1:30 a.m.

→ Alderman Hoselton – no report

→ Alderman Kinate referenced an IML Review article about the price of mandated body cameras

→ Alderman Weber stated he was against reinstating the administrative fee

→ Alderman Hoffman – no report

→ Alderman Dameron – no report

→ Alderman Schmidgall – no report

8. Items Removed from Consent Agenda

9. Old Business – Discussion/Action Items

A. Motion by Dameron, second by Norris to approve a proposal from Sebastian Mekarski to create a disc golf course in North Park. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Schmidgall to approve Resolution No. 2021-4-7 approving the Motor Fuel Tax projects for 2021-2022. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

B. Consideration of annexation agreement with Nathan & Emily Wenger for 619 W Pine St. - TABLED

C. Motion by Schmidgall, second by Weber to approve the Phil Daniels subdivision. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

D. Motion by Weber, second by Endress to approve a request from the Fairbury Area Chamber of Commerce to block portions of Locust Street on Saturday, May 1st for the annual Community Sale. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

E. Motion by Dameron, second by Endres to reappoint Jim Hargitt to the Livingston County 911 Board. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

F. Motion by Weber, second by Hoselton to vacate Terry Lane. Motion carried 8-0. YES Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

G. Motion by Dameron, second by Endres to approve a quote for compound fencing installation from Peerless Fence in the amount of $16,601. Motion carried 8-0. YES Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall

Motion by Schmidgall, second by Kinate to enter Open Session at 7:30 p.m. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron Schmidgall
