City of Fairbury City Council met July 7.
Here is the minutes provided by the council:
1. Call to order – Mayor pro tem Dameron called the meeting to order.
2. Mayor pro tem Dameron directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Jon Kinate and Bruce Weber were absent.

4. Motion to approve the Consent Agenda – Motion by Schmidgall, second by Hoffman to approve the following items on the Consent Agenda:
A. Minutes from the June 16, 2021, council meeting
B. Voucher Invoice Register listing the bills
C. Treasurer’s Cash Report (second meeting of the month)
D. Check Register (second meeting of the month)
E. 307 W Hickory Street; 119 sq ft @ $1,75 = $208.25
F. Overtime Report

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief – no report
→ Sewer – Brad Duncan, Superintendent was absent
→ Water – Mike Mellott, Superintendent reported
• Scheduled a demonstrative meeting with Master Meter for Tuesday, July 20th at 6 p.m.
→ Police – Robert McCormick, Chief – no report
→ City – Brett Ashburn, Superintendent reported
• The CURES Act money has been extended until the end of the year; the City of Fairbury has approximately $50,000 available to be used according to the guidelines set forth for COVID relief
→ Legal – Steven Mann, City Attorney was absent
7. Reports of Aldermen
→ Alderman Norris reported on an article in the most recent edition of The IML’s REVIEW magazine; the pool is in great shape this year
→ Alderman Endres touched on a 3rd ward resident being in attendance of tonight’s meeting and is requiring a decision from the council regarding the interpretation of the city’s municipal code; reported the vandal from Marsh Park has been identified by the Police and the city is seeking restitution for damages
→ Alderman Hoselton thanked the Water Department for dealing with an issue on Webster Street
→ Alderman Kinate was absent
→ Alderman Weber was absent
→ Alderman Hoffman – no report

→ Alderman Schmidgall – no report

A. Motion by Hoselton, second by Endres to approve a request to pay a one-time fee in lieu of an annual payment to Toledo, Peoria & Western Railway Corp. in the amount of $26,800 for the 1st to 4th Street Sewer Project. Motion carried 6-0. YES-Norris Endres Hoselton Hoffman Dameron Schmidgall
B. Motion by Hoselton, second by Schmidgall to approve a $2,500 donation to the Livingston County Sherriff’s Department K-9 purchase to be paid from the DUI Equipment Fund. Motion carried 6-0. YES-Norris Endres Hoselton Hoffman Dameron Schmidgall
C. Motion by Hoselton, second by Norris to approve an Agreement for Annexation to the D. & C. Wenger Subdivision and Street Dedication between Nathan D. Wenger & Emily J. 12. Public Comment
A. Amber Chambers, resident of Stanley Drive, addressed the council regarding complaints received by a neighbor for parking their camper on the city easement during the camping season
B. Dale Maley said the pool was built in 1985
13. Motion by Hoffman, second by Hoselton to enter Executive Session at 6:58 p.m. Motion carried 6-0. YES-Norris Endres Hoselton Hoffman Dameron Schmidgall

ACTION FROM EXECUTIVE SESSION – Mayor pro tem Dameron explained that the council is neither agreeing nor disagreeing with the camper being parked on the easement
