City of Fairbury City Council met Sept. 15.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Jon Kinate, Bruce Weber, Gerald Hoffman, and Lynn Dameron. Charles Hoselton and Bill Schmidgall were absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Dameron, second by Kinate to approve the following items on the Consent Agenda:

A. Minutes from the September 1, 2021, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief reported

• The sewer on Walnut Street is done

→ Sewer – Brad Duncan, Superintendent was absent

→ Water – Mike Mellott, Superintendent was absent

→ Police – Robert McCormick, Chief reported

• The new squad is on the road

• A squad car was involved in a deer strike

• 5 impounded vehicles will be going to auction very soon

→ City – Brett Ashburn, Superintendent reported

• The base and repeating station have been installed for the water meter reading software; new water meters will begin arriving next month

• The 1st through 4th Street sewer project is going well

→ Legal – Steven Mann, City Attorney was absent

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres – no report

→ Alderman Hoselton was absent

→ Alderman Kinate – no report

→ Alderman Weber would like to see golf cart signs installed on Oak Street as soon as possible

→ Alderman Hoffman – no report

→ Alderman Dameron – no report

→ Alderman Schmidgall was absent

8. Items Removed from Consent Agenda

9. Old Business – Discussion/Action Items

A. Motion by Weber, second by Norris to approve a request from Crazy Crains Bar to host an event on Locust Street between 1st & 2nd Streets on Friday, October 22nd from 8 – 11 p.m. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Dameron to approve Ordinance No. 2021-9 amending Chapter 5, Water, in relation to penalty fees. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

B. Motion by Weber, second by Hoffman to approve the purchase of Pre-Incident Fire Planning from Flow MSP at a cost of $800 yearly. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

C. Motion by Dameron, second by Norris to approve a $1,000 donation to Fairview Haven for their Harvest of Sharing fundraiser. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

11. Other Items for Discussion & Information NONE

12. Public Comment – Wayne Varner expressed concern for farmers hauling grain on a very crowded and busy Hickory Street during the all-town garage sales

13. Motion by Kinate, second by Dameron to enter Executive Session at 6:52 p.m.

A. Sale or Lease of Real Estate – Section 2(c)(6) – Limited to actual setting of price for sale or lease of public property

Motion by Kinate, second by Hoffman to enter Open Session at 7:04 p.m.

14. Adjournment – Motion by Norris, second by Hoffman to adjourn at 7:05 p.m. Nancy Widlacki, City Clerk
